完善职业教育集团体制机制建设的路径选择

【摘要】：我国职业教育集团作为现代职业教育发展的产物,是一种职业教育发展与市场经济相结合的一种办学模式。然而,在当前职业教育集团发展过程中存在着缺乏科学理论指导、相关法律及其配套政策有待完善、体制机制有待完善和亟需培育职业教育集团的文化等问题。在诸多问题中体制机制不完善直接制约职业教育集团功能发挥和可持续发展的瓶颈问题。鉴于此,本文从政府完善职教集团发展的法律法规及其配套政策;完善职业教育集团管理体制,优化内部结构治理,构建长效运行机制;建立职业教育集团的绩效考核与评价体系;建立职业教育集团内部的文化培育机制等对策,积极探究与社会主义市场经济相适应的职业教育集团体制机制建设,将有助于实现职业教育质量的提升,促进区域经济社会可持续发展。
[Abstract]:As the product of the development of modern vocational education, the vocational education group in our country is a mode of running a school which combines the development of vocational education with the market economy. However, there is a lack of scientific and theoretical guidance in the process of the development of the vocational education group at present. Relevant laws and their supporting policies need to be improved. The institutional mechanism needs to be perfected and the culture of the vocational education group should be cultivated urgently. Among the many problems, the imperfection of the institutional mechanism directly restricts the bottle-neck problem of the functional development and sustainable development of the vocational education group. This article from the government consummates the vocational education group development laws and regulations and its supporting policy, consummates the vocational education group management system, optimizes the internal structure governance, constructs the long-term effect operation mechanism, establishes the vocational education group performance appraisal and the appraisal system; Establishing the cultural cultivation mechanism within the vocational education group and actively exploring the construction of the system and mechanism of the vocational education group in accordance with the socialist market economy will help to improve the quality of the vocational education. Promote regional economic and social sustainable development.
