哈尔滨市新型农村社会养老保险问题研究

【摘要】：目前，我国已步入老龄化社会，，人口老龄化严重制约着农村社会生活的各个方面。自从2009年新型农村社会养老保险制度实施以来,新型农村社会养老保障试点已进行了六年，政府各部门加大了财政投入的力度,期望最终达到由之前的个人养老转变为国家和社会综合养老。本文首先提出了此论文的研究背景和目的与意义，对新型农村社会养老保险的内涵的进行解释，其次介绍了社会保险的相关理论知识，最后阐述了哈尔滨市建立新型农村社会养老保险制度的必要性及可行性进行分析；重点分析哈尔滨市新型农村养老保险的发展进程，对哈尔滨市现有实施试点情况进行剖析，指出了哈尔滨市传统农村养老保险制度存在的问题，最后明确了制约哈尔滨市实施新型农村社会养老保险的因素，提出哈尔滨市建立新型农村社会养老保险制度的意见和措施。快速、稳定、全面地实施新型农村社会养老保险制度,能促进和引导农民进行合理消费,更有利于提高农民生活质量和水平,推进农村区域经济合理发展,为国家的经济发展和社会和谐起到重要推动作用。正确合理解决农村老龄化养老保险问题，与构建我国和谐美好社会发展的进程、实现我国的农业现代化新农村建设的可持续发展、农村社会的长治久安相辅相成、密不可分。
[Abstract]:At present, our country has stepped into an aging society, and the aging of the population has seriously restricted all aspects of rural social life. Since the implementation of the new rural social endowment insurance system in 2009, the pilot project of the new rural social old-age security has been carried out for six years. Various government departments have increased the financial input, hoping to change from the previous personal pension to the state and social comprehensive pension. Firstly, this paper puts forward the research background, purpose and significance of this paper. It explains the connotation of the new rural social endowment insurance, then introduces the relevant theoretical knowledge of social insurance, and finally expounds the necessity and feasibility of establishing the new rural social old-age insurance system in Harbin. This paper mainly analyzes the development process of new rural old-age insurance in Harbin, analyzes the existing pilot projects in Harbin, and points out the problems existing in the traditional rural old-age insurance system in Harbin. Finally, the factors restricting the implementation of the new rural social old-age insurance in Harbin are defined, and the suggestions and measures for establishing the new rural social old-age insurance system in Harbin are put forward. The comprehensive implementation of the new rural social endowment insurance system can promote and guide farmers to spend reasonably, improve the quality and level of farmers' life, and promote the rational development of rural regional economy. It plays an important role in promoting the national economic development and social harmony. To solve the problem of aging pension insurance in rural areas correctly and reasonably, and to build a harmonious and beautiful society in our country, To realize the sustainable development of the new rural construction of agricultural modernization in China, the long-term stability of the rural society is mutually reinforcing and inseparable.
