川渝地区工业结构冲突性研究

【摘要】：现代经济增长方式从本质上说是结构主导型增长方式,产业结构作为经济结构的核心,其合理与否直接影响到区域经济能否持续稳定增长。随着区域经济一体化,区域间结构冲突问题日益受到人们的关注。川渝地区是国家近年来提出的西部大开发战略的重点发展区域,是西部地区人口最多,经济总量最大的区域,工业发展迅速,具有十分重要的地位。成渝经济区的提出对川渝地区工业结构协同提出了更高要求,如何抓住经济区成立这一机遇降低川渝地区间工业结构冲突性,实现两地工业协同发展成为众多学者关心的问题。本文基于以上背景对川渝两地之间工业结构冲突性进行了研究。本文研究的主要内容如下：(1)通过对文献进行综述总结前人对产业结构冲突的相关研究,并梳理研究所需理论,为接下来的实证分析奠定理论基础。(2)分析当前川渝地区工业发展总体情况、工业化阶段及其工业结构特征,了解川渝地区工业结构现状。(3)根据结构冲突的评价标准选用合适的衡量指标,分别从川渝地区工业门类、工业细分行业、产品结构三个层面对川渝地区工业结构冲突性进行了实证分析,并分析其成因,为降低川渝地区工业结构冲突性,促进工业协同化发展提出相关政策建议。通过研究得出以下结论：(1)川渝地区工业发展迅速,在经济发展中占据主要地位,两地同处工业化中期阶段,工业结构特征十分相近。(2)川渝两地工业门类结构差异缩小,行业聚集优势弱化,分工水平下降；结构冲突性处于非平稳状态,但整体处于正常水平。(3)川渝地区工业支柱行业结构相近,行业间分工水平下降,行业间冲突性整体较弱。(4)川渝两地工业产品结构差异性大,冲突问题不明显,但冲突性增大趋势明显。(5)川渝地区工业结构冲突性总体处于正常水平,结构冲突性呈工业门类—工业细分行业—工业产品结构依次递减趋势。工业结构冲突问题的存在对川渝地区开展多方面、宽领域、高层次的经济合作产生不利影响,因此本文提出相关以下对策建议：(1)充分发挥市场机制作用,实现产业协作与配套。(2)强化制度合作与创新,实现区域政策一体化。(3)优化工业分工与布局,实现产业融合。(4)促进技术创新,推动工业结构协同化。
[Abstract]:In essence, modern economic growth mode is structure-oriented growth mode. As the core of economic structure, industrial structure has a direct impact on the sustained and stable growth of regional economy.With the integration of regional economy, the problem of regional structural conflict has been paid more and more attention.Sichuan-Chongqing region is the key development area of the western development strategy put forward by the country in recent years. It is the region with the largest population and the largest economic volume in the western region. The industrial development is rapid and has a very important position.The proposal of Chengdu-Chongqing Economic Zone puts forward higher requirements for the coordination of industrial structure in Sichuan and Chongqing. How to grasp the opportunity of establishing the economic zone to reduce the conflict of industrial structure between Sichuan and Chongqing and to realize the coordinated development of industry between the two places has become a problem of concern to many scholars.Based on the above background, this paper studies the conflict of industrial structure between Sichuan and Chongqing.The main contents of this paper are as follows: (1) by summarizing the literature, we summarize the previous researches on the conflict of industrial structure, and sort out the necessary theory.To lay a theoretical foundation for the following empirical analysis. (2) to analyze the overall situation of industrial development in Sichuan and Chongqing, the industrialization stage and the characteristics of its industrial structure.To understand the present situation of industrial structure in Sichuan and Chongqing areas. (3) according to the evaluation criteria of structural conflict, select appropriate measurement indicators, respectively, from the industrial categories and industrial subdivisions in Sichuan and Chongqing areas,This paper makes an empirical analysis on the conflict of industrial structure in Sichuan and Chongqing from three aspects of product structure, and analyzes its causes, and puts forward relevant policy suggestions for reducing the conflict of industrial structure in Sichuan and Chongqing and promoting the coordinated development of industry.The following conclusions can be drawn from the study: (1) the industrial development of Sichuan and Chongqing is rapid and occupies the main position in the economic development. In the middle stage of industrialization, the industrial structure characteristics of the two places are very similar. 2) the difference of industrial category structure between Sichuan and Chongqing is reduced.The advantage of industry agglomeration is weakened, the level of division of labor drops, the structure of conflict is in a non-stable state, but the whole is in the normal level.) the structure of industry pillar industries in Sichuan and Chongqing is similar, and the level of division of labor among industries decreases.The industrial product structure of Sichuan and Chongqing is different, the conflict problem is not obvious, but the conflict tendency is obvious. 5) the conflict of industrial structure in Sichuan and Chongqing is in normal level.The structure conflict shows the decreasing trend of industrial category, industrial subdivision industry and industrial product structure.The existence of industrial structure conflict has a negative impact on the economic cooperation in Sichuan and Chongqing in many aspects, wide fields and high levels. Therefore, this paper puts forward the following countermeasures and suggestions: 1) give full play to the role of market mechanism.Realizing industrial cooperation and supporting. 2) strengthening system cooperation and innovation, realizing regional policy integration. 3) optimizing the division of labor and layout of industry, realizing industrial convergence. 4) promoting technological innovation and promoting synergy of industrial structure.
