【摘要】：随着全球化趋势的加快和知识经济的发展,创新能力愈来愈成为增强国家和地区竞争力的决定性因素。城市是区域经济社会发展的中心和引擎,创新型城市具有较强的自主创新能力,能够有效支撑传统产业升级,引领战略性新兴产业发展,促进城乡统筹和经济社会可持续发展,对区域加快转变经济发展方式、实现科学发展具有重要的带动作用。创新型城市作为支撑创新型国家的基本单元,推动了城市、区域和国家创新体系的建立与完善,越来越得到各级政府的关注。国家创新型试点城市建设,是贯彻落实科学发展观的迫切需要,是创新型国家建设的探索实践,是加快实施创新驱动发展战略的重要举措,促进城市加快转变经济增长方式、实现创新转型的内在需求和必然选择,对实施区域创新发展总体战略、增强自主创新能力具有重要的战略意义和引领示范作用。本文在深入研究创新型城市的定义、内涵和主要特征后,分析国内外创新型城市发展概况,获取可供扬州创新型城市建设借鉴的启示。通过对扬州推进科技创新建设创新型城市的现状和存在的问题,研究扬州建设创新型城市的目标及主要任务,最后提出扬州推进科技创新建设创新型城市的政策建议。研究认为扬州推进科技创新建设创新型城市的目标,应全面建成创新体系健全、创新要素集聚、创新效率高、经济社会效益好、辐射引领作用强,高新技术产业成为经济发展的支柱产业,创新文化成为城市精神,国民素质水平居国内前列,实现绿色、可持续、低碳的城市发展模式,“国内有影响,省内有地位”,形成国家创新型城市建设的“扬州模式”。在建设内容上,扬州市创新型城市应结合自身的优势,聚焦创新驱动主题,着力优化创新布局,打造区域经济增长极;着力培育高新产业,构建经济发展新优势;着力培育创新主体,壮大创新发展生力军;着力加快人才引培,建设创新创业新高地;着力加强开放创新,拓展科教合作新空间;着力完善科技服务,构建全链条创新支撑;着力改革体制机制,营造宜创宜业生态圈。
[Abstract]:With the acceleration of globalization and the development of knowledge economy, the ability of innovation has become a decisive factor to enhance the competitiveness of countries and regions.Cities are the center and engine of regional economic and social development, innovative cities have strong independent innovation ability, can effectively support the upgrading of traditional industries, lead the development of strategic emerging industries, and promote the overall planning of urban and rural areas and sustainable economic and social development.It plays an important role in accelerating the transformation of regional economic development mode and realizing scientific development.As a basic unit to support an innovative country, innovative cities have promoted the establishment and improvement of urban, regional and national innovation systems, which have attracted more and more attention from governments at all levels.The construction of national innovative pilot cities is the urgent need to implement the scientific development view, the exploration and practice of the innovative national construction, the important measures to accelerate the implementation of innovation-driven development strategy, and the promotion of cities to speed up the transformation of economic growth mode.The internal demand and inevitable choice of realizing innovation transformation have important strategic significance and leading role in implementing the overall strategy of regional innovation development and enhancing the ability of independent innovation.After deeply studying the definition, connotation and main characteristics of innovative city, this paper analyzes the development situation of innovative city at home and abroad, and obtains some enlightenment for Yangzhou innovative city construction.Based on the present situation and existing problems of promoting scientific and technological innovation in Yangzhou, this paper studies the goal and main task of Yangzhou's construction of innovative city, and finally puts forward some policy suggestions for Yangzhou's promotion of scientific and technological innovation and construction of innovative city.It is believed that Yangzhou's goal of promoting scientific and technological innovation and construction of an innovative city should be built in an all-round way, with a sound innovation system, a gathering of innovative elements, high innovation efficiency, good economic and social benefits, and a strong radiation leading role.High-tech industry has become the pillar industry of economic development, innovative culture has become the spirit of the city, the level of national quality is in the forefront of the country, and the urban development model of green, sustainable and low-carbon, "domestic influence, provincial status",To form the "Yangzhou model" for the construction of national innovative cities.In terms of construction content, the innovative city of Yangzhou should combine its own advantages, focus on the theme of innovation drive, optimize the layout of innovation, create regional economic growth pole, cultivate high-tech industries and construct new advantages of economic development.To cultivate the main body of innovation, to strengthen the new forces of innovation and development, to speed up the introduction of talents, to build a new highland for innovation and entrepreneurship, to strengthen opening up and innovation, to expand the new space for scientific and educational cooperation, to improve scientific and technological services, and to build a full chain of innovative support;Focus on the reform of the system and mechanism, and create an ecological circle suitable for innovation and industry.
