“大浑太”流域治理中城市连绵区统筹发展框架研究

【摘要】：随着全面建设生态文明时期的到来,追求城乡经济社会发展“效率第一”的规划思想已经不符合生态文明建设的思路,在未来的城乡规划工作中,以“生态环境”为第一价值取向的规划思想明显更具优势,能够切实指导城乡规划的可持续发展。未来的城市发展将不再依靠道路进行向外围空间无休止地扩张与蔓延,而是倾向于依托河流、生态环境等自然、生态因素进行发展。论文通过对比和研究国内外相关河流治理与流域治理案例,总结出河流治理目的不在于单纯的水质改善与生态环境的恢复,而是通过建设良好的水环境与生态环境来促使城镇经济复苏、城市社会生活的稳定与城市活力的重现。论文“大浑太”流域发展中存在问题的梳理,分析主要原因,结合流域治理内涵,总结“大浑太”流域治理三大内容,即河流治理、生态恢复及城镇空间重塑。论文通过描述对流域治理相关内容,重新定义流域内河流与生态环境在流域城镇经济社会发展中的重要位置,提出流域治理促进城市连绵区的统筹发展。并衍生出与流域生态环境统筹城镇、经济、社会发展理念,创新性的提出“流域城市连绵区”。流域城市连绵区的统筹发展,以流域区域协调、社会和谐、资源节约、环境友好为基本原则,将流域内的水环境、生态环境、城镇经济发展、城镇空间结构、基础设施及景观文化建设进行统筹,达到流域生态与流域城镇的共生发展。构建流域城市连绵区是促进流域上、中、下游区域经济、城乡统筹发展、推动流域可持续发展与流域经济社会资源的最优化空间形态。论文以“大浑太”流域为实证研究对象,结合“大浑太”流域治理,提出生态环境与城镇乡统筹的流域城市连绵区发展策略。针对流域内生态环境建设提出水源保护与河流治理、生态环境恢复、流域生态湿地建设及流域生态景观廊道建设策略；针对城镇发展提出经济产业转型、一体化基础设施建设、历史文化传承与保护、流域城市连绵区新城建设以及流域内七座城市发展策略研究,进而推动形成流域生态环境与城镇协调发展的“大浑太”流域城市连绵区,切实实现流域可持续发展。
[Abstract]:With the arrival of the period of comprehensive construction of ecological civilization, the planning idea of "efficiency first" in the pursuit of urban and rural economic and social development is no longer in line with the idea of ecological civilization construction, and in the future urban and rural planning work,The idea of "ecological environment" as the first value orientation has more advantages and can guide the sustainable development of urban and rural planning.The future urban development will no longer depend on the road to expand and spread endlessly to the outer space, but will tend to rely on rivers, ecological environment and other natural, ecological factors for development.By comparing and studying the cases of river management and watershed management at home and abroad, the paper concludes that the purpose of river management is not simply to improve water quality and restore the ecological environment.But through the construction of a good water environment and ecological environment to promote the recovery of urban economy, the stability of urban social life and the recurrence of urban vitality.This paper combs the problems existing in the development of "Dachun Tai" basin, analyzes the main reasons, and summarizes the three major contents of "Dahun Tai" watershed management, which are river management, ecological restoration and urban space remodeling combined with the connotation of watershed management.By describing the relevant contents of watershed management and redefining the important position of river and ecological environment in the economic and social development of urban areas in the basin, the paper puts forward that watershed management can promote the overall development of continuous urban areas.And derived from the ecological environment of the basin as a whole towns, economic, social development concept, innovative put forward "river basin continuous urban areas."Based on the basic principles of regional coordination, social harmony, resource conservation and environmental friendliness, the water environment, ecological environment, urban economic development, and urban spatial structure in river basin are taken as the basic principles for the overall development of continuous urban areas.Infrastructure and landscape culture construction as a whole to achieve the basin ecological and watershed town symbiotic development.The construction of continuous urban areas is to promote the regional economy, urban and rural development in the upper, middle and lower reaches, and to promote the sustainable development of the basin and the optimal spatial form of the economic and social resources of the basin.This paper takes "Dachun Tai" basin as an empirical research object, and puts forward the development strategy of urban continuous region of the basin, which is coordinated by ecological environment and town and township, combined with "Dachun Tai" watershed management.In view of the ecological environment construction in the watershed, the paper puts forward the strategies of water resources protection and river management, ecological environment restoration, watershed ecological wetland construction and watershed ecological landscape corridor construction, and puts forward the economic and industrial transformation and integrated infrastructure construction for the development of cities and towns.The inheritance and protection of historical culture, the construction of new cities in continuous urban areas and the study on the development strategies of seven cities in the river basin, so as to promote the formation of the continuous urban areas of "Dachun Tai" basin, where the ecological environment of the basin and the towns develop harmoniously.The sustainable development of the river basin should be realized.
