仙居杨梅产业转型升级的路径选择与发展对策研究

【摘要】:杨梅是我国原产的一种亚热带水果,其果实初夏成熟,,主要分布在长江流域以南、海南岛以北地区,是中国南方的特色水果。杨梅营养价值高,具有较强的抗氧化和抗衰老作用,同时对高血压、心血管病等都有一定的疗效,还有防癌、治癌的功效。浙江省仙居县是杨梅生产大县,扎实推进仙居杨梅农业品牌的建设,对加快农业经济结构的转型升级和建设当地社会主义新农村经济具有重要意义。目前仙居县已经初步形成了杨梅产业快速发展的基本模式,有效地促进了当地农业经济增长、农民增收。但总体而言,仙居杨梅的产业化发展尚处于初级阶段,还有很多不足。如何保持仙居杨梅生产的稳定、加快杨梅产业的转型升级,并且研究其特色发展的可持续性的问题尤为必要。本文通过介绍国外发达国家和我国经济发达地区在发展品牌农业和特色农业过程中的经验与不足,分析仙居杨梅这个特色农业发展面临着机遇和挑战。首先,分析了仙居杨梅产业发展现状:近些年来,仙居县实施综合质量安全监管的措施,确保仙居杨梅的品质安全,已经收到了重大的成效,对区域经济的发展以及农民的增收有明显的推动、促进作用。但是目前来说仙居杨梅的基础设施薄弱;科技创新能力不足;持续发展能力不强和销售经营不够规范;以及鲜果质量安全隐患等问题,现已成为制约仙居杨梅特色农业产业发展的关键。其次,本文分析了仙居杨梅产业发展中存在的主要问题及原因:质量安全监管网络不完善;基础设施落后;农业科技推广软环境较差;营销工作、市场体系建设基础不牢;杨梅种植栽培、防害技术有待于进一步提高;全社会对仙居杨梅标准化生产的重视不够等问题成为制约仙居杨梅产业转型升级以及进一步发展的瓶颈。最后,提出了加快仙居杨梅转型升级的主要做法及可持续性发展对策,主要包括:加快质量安全监管网络的建设;加快发展仙居县杨梅品牌农业以及特色农业产业的步伐;努力夯实仙居杨梅品牌的农业基础,健全质量标准体系;积极培育杨梅领军企业,大力推进杨梅产业化经营;提高品牌农业的增值能力,强化杨梅产业的技术创新;充分实施特色品牌带动战略,努力发掘特色资源;促进政府扶持力度和引导职能,推动仙居杨梅产业发展;不断完善仙居杨梅标准化体系建设等措施。期望这些措施能够加快仙居杨梅产业的转型升级,以及为政府决策提供依据。
[Abstract]:Myrica rubra is a kind of subtropical fruit native to China. Its fruit is mature in early summer, mainly distributed in the south of the Yangtze River valley, north of Hainan Island, is the characteristic fruit of southern China. Myrica rubra has high nutritional value, strong anti-oxidation and anti-aging effect, and also has certain curative effect on hypertension, cardiovascular disease and so on, as well as the effect of preventing cancer and treating cancer. Xianju County in Zhejiang Province is a big production county of bayberry. It is of great significance to accelerate the transformation and upgrade of agricultural economic structure and build the local socialist new rural economy by promoting the construction of Xianju Yangmei agricultural brand. At present Xianju County has formed the basic mode of rapid development of Myrica rubra industry which has effectively promoted the growth of local agricultural economy and the increase of farmers' income. But overall, the industrialization development of Xianju bayberry is still in the primary stage, there are still many deficiencies. How to maintain the stability of Xianju bayberry production, accelerate the transformation and upgrading of bayberry industry, and study the sustainability of its characteristic development is particularly necessary. This paper introduces the experiences and deficiencies in the development of brand agriculture and characteristic agriculture in developed countries and developed regions of our country, and analyzes the opportunities and challenges faced by Xianju bayberry in the development of this characteristic agriculture. First of all, the paper analyzes the current situation of Xianju bayberry industry: in recent years, Xianju County has implemented comprehensive quality and safety supervision measures to ensure the quality and safety of Xianju bayberry, and has received significant results. On the development of regional economy and farmers' income has a clear impetus, promoting role. However, at present, Xianju bayberry has a weak infrastructure; insufficient scientific and technological innovation capacity; weak capacity for sustainable development and inadequate sales and management; and hidden dangers to the quality and safety of fresh fruits. It has become the key to restrict the development of Xianju Yangmei characteristic agriculture industry. Secondly, this paper analyzes the main problems and reasons in the development of Xianju bayberry industry: imperfect network of quality and safety supervision; backward infrastructure; poor soft environment of agricultural science and technology extension; weak foundation of marketing work and market system construction; Myrica rubra planting and cultivation, pest control technology needs to be further improved; the whole society to Xianju Yangmei standardized production of insufficient attention to become constraints Xianju Myrica myrica industry transformation and upgrading and further development of the bottleneck. Finally, the paper puts forward the main methods of accelerating the transformation and upgrading of Xianju bayberry and the countermeasures of sustainable development, mainly including: speeding up the construction of quality and safety supervision network, speeding up the pace of developing Xianju county bayberry brand agriculture and characteristic agricultural industry; We should make great efforts to tamp the agricultural foundation of Xianju bayberry brand, perfect the quality standard system, actively cultivate the leading enterprise of bayberry, vigorously promote the industrial management of bayberry, improve the value-added ability of brand agriculture, and strengthen the technological innovation of bayberry industry. Fully implement the strategy of promoting the characteristic brand, strive to explore the characteristic resources; promote the government support and guidance function, promote the development of Xianju bayberry industry; constantly improve the Xianju bayberry standardization system construction and other measures. It is hoped that these measures will speed up the transformation and upgrading of Xianju bayberry industry and provide the basis for government decision-making.
