广安市工业结构调整研究

【摘要】：改革开放以来,顺应国家发展战略和广安市自身的资源特色,广安市优行发展工业,特别是工业中的重工业,经济增长速度快。但是,由于广安市地处西部,区位良好,但交通不便以及其他历史原因；在经济全球化和区域一体化的时代背景下,经济发展方式亟待转变,广安市因其存在的诸多问题而受阻,从而影响其经济的发展速度,在四川省21个市州中,多项排名均靠后。因此,在西方产业经济学理论和我国对产业结构研究的理论基础上,运用比较分析、因子分析等多种分析方面,对广安市的工业结构进行客观分析,确定广安市工业结构调整的方向和重点,并提出相应的对策建议,促进广安市经济又好又快发展。本文在工业结构演进理论、非均衡发展理论、区域经济协同发展理论及国内外产业结构和工业结构研究文献的基础上,从工业行业结构、轻重工业结构、企业组织结构三个方面对广安市的工业发展现状进行详细分析,同时,对广安市工业化进程阶段进行判定；通过霍夫曼比率分析、从业结构和经济发展阶段分析、工业三类产业结构分析以及广安市工业行业部门的专业化程度分析等,分析广安市工业结构的合理性；最终确定广安市工业结构调整的总体思路和工业主导产业。本文研究得出的主要结论有：(1)广安市工业发展迅速,重工业比重虽然有所下降,但重工业一直占据主导地位,重工业化特征明显。(2)广安市的经济发展水平,产业结构、工业结构、空间结构四个指标均处于工业化中期阶段,只有就业结构指标处于工业化初期阶段,广安市整体从业结构调整滞后,与产业结构不配套。(3)广。安市工业一二三类产业比重结构为34.21：28.14：19.91,第一类产业比重达1/3多,广安市的工业行业主要集中于传统工业部门,主要以劳动密集型产业为主。广安市工业增长过多倚重“三高一低”的传统工业行业,采用粗放的工业增长方式,呈现高投入、高消耗、高污染、低效益等问题。(4)广安市专业化程度高的工业部门主要集中在工业化初期的代表产业(10个)，，中期代表产业仅有6个,工业化后期代表产业也只有2个,广安市优势工业行业主要集中于工业化初期代表产业,工业化水平低。(5)根据因子分析结果,结合广安市工业行业的产业规模、专业化程度、资源状况、行业状况以及市场状况等多方面分析,结合广安市所处工业化阶段,最终确定广安市工业行业现阶段的六大主导产业。针对广安市工业结构的现状以及存在的问题,根据广安市的资源环境、经济状况、工业化发展阶段,以及和周边地区的协调发展,对广安市的工业结构调整提出了培育和扶持主导产业,构建规模经济优势；改造传统产业,推进工业结构的高度化；发展劳动密集型产业,推进工业结构战略性调整；整合工业园区,推进产业集群化开辟多种融资途径、健全资金支撑体系的对策建议。
[Abstract]:Since the reform and opening up, according to the national development strategy and the resources characteristics of Guangan City, Guang'an City has developed industry, especially heavy industry, with rapid economic growth. However, because Guangan City is located in the west, its location is good, but the transportation is difficult and other historical reasons. Under the background of economic globalization and regional integration, the mode of economic development needs to be changed urgently. Guang'an City is blocked by its many problems, thus affecting its economic development speed, in Sichuan Province 21 cities and prefectures, many of the rankings are at the bottom. Therefore, on the basis of the western industrial economics theory and the theory of industrial structure research in our country, using comparative analysis, factor analysis and other aspects of analysis, the industrial structure of Guang'an is objectively analyzed. This paper determines the direction and key points of industrial structure adjustment in Guang'an city, and puts forward corresponding countermeasures and suggestions to promote the sound and rapid development of economy in Guangan City. Based on the evolution theory of industrial structure, the theory of unbalanced development, the theory of coordinated development of regional economy, and the domestic and foreign literature on industrial structure and industrial structure, this paper discusses the industrial structure, light and heavy industrial structure. The present situation of industrial development in Guang'an is analyzed in detail from three aspects of enterprise organization structure. At the same time, the stage of industrialization in Guang'an is judged, and the Hoffman ratio, the structure of employment and the stage of economic development are analyzed through the analysis of Hoffman ratio. This paper analyzes the rationality of the industrial structure of Guang'an City by analyzing the three types of industrial structure and the specialization degree of the industrial sector in Guang'an City, and finally determines the general idea of industrial structure adjustment and the leading industry in Guang'an City. The main conclusions of this paper are as follows: 1) Guang'an has developed rapidly. Although the proportion of heavy industry has decreased, heavy industry has always occupied a dominant position. The characteristics of heavy industry are obvious. 2) the level of economic development and industrial structure of Guangan City. The four indexes of industrial structure and spatial structure are all in the middle stage of industrialization, only the index of employment structure is in the initial stage of industrialization, and the adjustment of the whole employment structure of Guangan City lags behind, which is not matched with the industrial structure. The industrial specific gravity structure of one twenty-three types of industry in an city is 34.21: 28.14: 19.91, and the proportion of the first type of industry is more than 1 / 3. The industrial industry of Guang'an is mainly concentrated in the traditional industrial sector and mainly concentrated on labor-intensive industries. Guang'an 's industrial growth relies too much on the traditional industrial industries, which are "three high, one low", and adopt extensive industrial growth patterns, showing high input, high consumption, and high pollution. The high degree of specialization of the industrial sector in Guang'an is mainly concentrated in the representative industries in the early stage of industrialization (10, 6 in the medium term and 2 in the late stage of industrialization, respectively). Guangan predominance industry mainly concentrates on the representative industry in the early stage of industrialization, and the industrialization level is low. (5) according to the result of factor analysis, combining the industrial scale, specialization degree and resource situation of the industrial industry in Guang'an City, This paper analyzes the situation of the industry and the market situation, and finally determines the six leading industries in Guang'an City at the present stage of industrialization combined with the industrialization stage of Guang'an City. In view of the present situation and existing problems of the industrial structure of Guangan City, according to the resources and environment, the economic situation, the stage of industrialization development, and the coordinated development with the surrounding areas, In order to adjust the industrial structure of Guangan City, it is proposed to cultivate and support the leading industries, to construct the advantages of economies of scale, to transform the traditional industries, to promote the upgrading of industrial structure, to develop labor-intensive industries, and to promote the strategic adjustment of industrial structure. Integration of industrial parks, promotion of industrial clusters to open up a variety of financing channels, improve the system of capital support countermeasures.
