【摘要】：人才是最活跃的先进生产力,对科技进步和区域经济社会发展起决定性作用。制定开放、灵活、高效、服务科学发展的人才政策,是人才优先发展的重要保证,是提升科学发展核心竞争力的关键所在。面对国内外日益激烈的人才竞争,如何创新政策理念,完善政策体系,改善人才发展软环境,增强地区人才聚集能力,成为金州新区近年来人才工作的重点。本文分析了金州新区人才资源开发现状,介绍了金州新区人才开发政策的具体内容,阐述了金州新区人才开发政策制定的背景、发展目标、及制定该政策的必要性。并对金州新区人才开发政策的实施过程及实施后的社会效应进行了研究评估。最后对金州新区人才开发政策提出如下的完善建议：要健全政策研究机构,规范政策制定过程；要从人才投入、人才培养、人才引进、人才评价、人才服务入手,进一步完善政策内容；重视宣传,注重沟通,加大政策执行力度；建立合理科学的政策评估机制,及时反馈政策评估结果。本文立足大连市功能区组团发展的背景,以金州新区人才开发政策为研究对象,尝试对其实施效果进行研究、评估,并以评估结果为依据,在分析新区人才开发政策现存问题的基础上,并提出优化方案。一方面,丰富了国内关于地区人才开发政策体系的评估方法,具有积极的理论创新意义；另一方面,基于政策实施效果提出的优化建议,对完善地方人才开发政策、提升人才创新创业能力,加强地方人才建设具有重要的现实意义。
[Abstract]:Talent is the most active advanced productive forces, and plays a decisive role in scientific and technological progress and regional economic and social development. It is an important guarantee for talents to give priority to the development of talents and the key to enhance the core competitiveness of scientific development to formulate a talent policy that is open, flexible, efficient and serve the development of science. Facing the increasingly fierce talent competition at home and abroad, how to innovate the policy idea, perfect the policy system, improve the soft environment of talent development and strengthen the regional talent gathering ability have become the focus of talent work in Jinzhou New District in recent years. This paper analyzes the present situation of the development of talent resources in Jinzhou New District, introduces the concrete contents of the policy of talents Development in Jinzhou New District, and expounds the background, development goal and necessity of formulating the policy of talent development in Jinzhou New District. The implementation process and social effect of talent development policy in Jinzhou New District are studied and evaluated. Finally, the author puts forward the following suggestions to improve the talent development policy of Jinzhou New District: to perfect the policy research institutions, to standardize the policy formulation process, to start with talent investment, talent training, talent introduction, talent evaluation, talent service, Further improve the policy content; attach importance to publicity, pay attention to communication, strengthen the implementation of policies; establish a reasonable and scientific policy evaluation mechanism, timely feedback policy evaluation results. Based on the background of the group development of Dalian functional area, this paper takes the talent development policy of Jinzhou New District as the research object, tries to study and evaluate its implementation effect, and takes the evaluation result as the basis. Based on the analysis of the existing problems in the new area talent development policy, the optimization scheme is put forward. On the one hand, it enriches the evaluation methods of the regional talent development policy system in China, which has positive theoretical innovation significance; on the other hand, the optimization suggestions based on the effect of the policy implementation can improve the local talent development policy. It is of great practical significance to enhance the ability of talent innovation and entrepreneurship and to strengthen the construction of local talents.
