面向国家自主创新的高新区转型发展研究

【摘要】:高新区作为我国承载高新技术产业发展的重要战略空间,在当下以“转方式、调结构、促升级”为核心的改革攻坚期发挥着关键作用,既要成为促进科技与经济无缝对接的核心载体,还要在区域经济结构调整和增长方式转变中先行示范。各地高新区尤其是国家高新区成为中国特色自主创新道路的一面旗帜,实现了产业超常规发展,有效提升了区域科技实力乃至国家自主创新能力。面对我国第三次大转型的新要求与新挑战,高新区品牌优势缺乏、业态低端徘徊、空间粗放经营等弊端日益凸显,由增量布局向提质增效转变已成为我国高新区亟待解决的现实难题,而国家自主创新导向下的转型发展是完成这一时代使命的最佳途径。本文依据高新区转型发展的相关理论,在我国第三次大转型和创新驱动战略全面实施的新形势下,从高新区转型发展与国家自主创新的耦合关系出发,依据高新区阶段演化的理论与实践规律提出我国高新区演化的路径偏差,结合细分目标和转型发展基础的双维度评价结果,设计差异化的高新区转型发展路径和配套体系。全文分为五个部分,共八章。第一部分为一、二章,是本文的理论部分,在论述研究背景和意义、内容和方法、相关研究现状的基础上,结合国家自主创新和高新区转型发展的基本内涵,阐释了两者在目标、要素、过程、机制等方面的耦合关系,并从转型理论、演化理论和自组织理论出发,寻找高新区转型发展的理论渊源。第二部分为三、四章,对高新区演化的阶段划分与动力机制进行了探讨,结合国内外园区的发展历程提出我国高新区现存的路径偏差,在此基础上运用战略生态位管理理论构建了企业-产业-环境嵌套式目标细分架构,分别从优势培育、两权优化、空间改造三个维度阐释细分领域下的执行目标,并将目标实现的界面障碍归结为路径依赖、体制惯性、环节锁定和边界束缚。第三部分为第五章的模型构建与评价,基于高新区转型发展基础的二象对偶表征,以灰色关联分析和链式关联DEA为主要方法,构建了由“状态”维的创新体系成熟度和“过程”维的创新效率组成的双维度评价体系,并对我国56个高新区进行实证测算与聚类分析。第四部分为六、七章,结合“箭靶模型”与聚类组合值特征,设计了我国高新区转型发展的四种路径:基于生态位拓展的优势协作路径、基于产业链延展的特色聚焦路径、基于资源再开发的集约提效路径、基于高精尖引领的辐射联动路径,并提出转型发展路径实现的四大内构保障体系和四大外建服务体系。第五部分为全文总结、创新点归纳和研究展望。
[Abstract]:As an important strategic space for the development of high and new technology industries in our country, Hi-tech zones play a key role in the period of reform, which takes "changing mode, adjusting structure and promoting upgrading" as the core of reform. It is not only the core carrier to promote the seamless connection between science and technology and economy, but also the demonstration in the adjustment of regional economic structure and the transformation of growth mode. Local high-tech zones, especially national high-tech zones, have become a banner of independent innovation with Chinese characteristics, which has realized the extraordinary development of industry and effectively promoted the regional scientific and technological strength and even the national independent innovation ability. In the face of the new requirements and challenges of the third major transformation of our country, the shortcomings of the high-tech zones, such as the lack of brand advantages, the low end of the business form and the extensive management of space, are increasingly prominent. The transformation from incremental layout to increasing quality and efficiency has become a practical problem to be solved urgently in China's high-tech zones, and the transformation and development under the guidance of national independent innovation is the best way to complete the mission of this era. Based on the relevant theories of the transformation and development of high-tech zones, under the new situation of the third big transformation and innovation-driven strategy of our country, this paper starts from the coupling relationship between the transformation and development of high-tech zones and national independent innovation. According to the theory and practice of the evolution of high-tech zones, this paper puts forward the path deviation of the evolution of high and new technology zones in China, and designs the differentiated development path and supporting system of high and new technology zones according to the two-dimensional evaluation results of the subdivision objectives and the basis of transformation and development. The full text is divided into five parts, a total of eight chapters. The first part is one and two chapters, which is the theoretical part of this paper. On the basis of discussing the research background and significance, contents and methods, and related research status quo, combined with the national independent innovation and the transformation and development of high-tech zones, This paper explains the coupling relationship between the two in the aspects of goal, element, process and mechanism, and looks for the theoretical origin of the transformation and development of high-tech zones from the theory of transformation, the theory of evolution and the theory of self-organization. The second part is divided into three and four chapters. The paper discusses the stage division and dynamic mechanism of the development of high-tech zones, and puts forward the existing path deviation of high-tech zones in our country combined with the development process of domestic and foreign parks. On this basis, using the strategic niche management theory to construct the enterprise-industry-environment nested target subdivision framework, respectively from the advantages of cultivation, two rights optimization, space transformation of three dimensions to explain the implementation of the objectives in the subdivision field. The interface obstacles of goal realization are attributed to path dependence, institutional inertia, link locking and boundary bondage. The third part is the model construction and evaluation of the fifth chapter, which is based on the dual representation of two images based on the transformation and development of high-tech zones, with grey correlation analysis and chain correlation DEA as the main methods. This paper constructs a two-dimensional evaluation system consisting of the maturity of innovation system of "state" dimension and innovation efficiency of "process" dimension, and makes empirical calculation and cluster analysis of 56 high-tech zones in China. The fourth part is divided into six and seven chapters. Combined with the characteristics of "Arrow Target Model" and cluster combination value, this paper designs four kinds of paths for the transformation and development of high-tech zones in China: the advantage cooperation path based on niche expansion and the characteristic focus path based on the extension of industrial chain. Based on the intensive approach of resource redevelopment and the radiation linkage path led by high precision, the paper puts forward the four internal structure guarantee systems and four outbuilding service systems to realize the transition development path. The fifth part is the full text summary, innovation induction and research prospect.
