【摘要】：随着我国改革开放逐步深入和经济规模持续增长,居民收入水平持续提高,消费结构不断升级,以及城镇化进程加快和区域经济活动的频繁,为交通运输业带来了更为有利的发展环境,形成了新的发展动力,也提出了多层次、高品质、高效率的运输需要,建设和发展综合运输体系,实现各种运输方式有效衔接,发挥整体优势和组合效率,有效降低运输成本,是满足经济社会发展运输需求和人民群众更高品质运输追求的客观要求,也是交通运输自身发展的必然要求和实现交通运输科学发展的迫切要求。哈尔滨市是我国省辖市中面积最大、人口居第二位的特大城市,是振兴东北老工业基地的中心城市之一,是42个全国性综合交通枢纽之一,也是我国第一条欧亚大陆桥上的特大城市,是欧洲各国货物进入太平洋通道的重要节点,是沟通东北亚、欧洲和太平洋的交通枢纽。在新的历史时期,需要深入分析交通运输现状、需求,积极地研究建设和发展对策,推进哈尔滨市综合运输体系的建设、完善和可持续发展。本文主要通过对综合运输体系概念、哈尔滨市经济社会发展对新时期运输需求、哈尔滨综合运输体系发展现状进行研究分析,找出制约综合运输体系建设和发展的主要问题,提出对策和建议。
[Abstract]:With the deepening of China's reform and opening up and the sustained growth of economic scale, the level of residents' income continues to improve, the consumption structure continues to upgrade, and the process of urbanization and frequent regional economic activities. It has brought a more favorable development environment for the transportation industry, formed the new development motive force, also proposed the multi-level, the high quality, the high efficiency transportation need, the construction and the development comprehensive transportation system, realizes each kind of transportation mode to link up effectively, Giving full play to the overall advantages and combination efficiency and effectively reducing transportation costs are the objective requirements for meeting the transport needs of economic and social development and the pursuit of higher quality transportation by the people. It is also the inevitable requirement of the development of transportation itself and the urgent requirement of realizing the scientific development of transportation. Harbin is the largest megalopolis with the largest area and the second largest population in the provinces and municipalities of our country. It is one of the central cities in revitalizing the old industrial base in Northeast China and one of the 42 national comprehensive transportation hubs. It is also the first megalopolis on the Eurasian Continental Bridge in China. It is an important node for the goods of European countries to enter the Pacific Ocean. It is also a transportation hub linking Northeast Asia, Europe and the Pacific Ocean. In the new historical period, it is necessary to deeply analyze the present situation and demand of transportation, actively study the construction and development countermeasures, and promote the construction, perfection and sustainable development of the comprehensive transportation system in Harbin. Through the research and analysis of the concept of integrated transportation system, the demand of Harbin's economic and social development for transportation in the new period and the present situation of Harbin's comprehensive transportation system development, the paper finds out the main problems restricting the construction and development of integrated transportation system. Countermeasures and suggestions are put forward.
