和龙市县域经济发展问题研究

【摘要】：县域经济,是以县级行政区划为地理空间,以县级政权为调控主体,以市场为导向,优化配置资源,具有地域特色的区域经济。县域经济对于国民经济发展来说有着至关重要的作用,不仅是制定地区经济和社会中长期发展规划的基层行政地域单元,而且也关系到全面建成小康社会和城乡一体化建设的进程。研究和龙市县域经济发展问题有利于正确认识和龙市经济在发展过程中的优势和劣势,有利于集中优势产业,补足劣势短板,对优化和龙市产业结构、提高和龙市经济发展速度有重要意义。本文主要以区域经济理论、区域比较优势理论、区域产业结构化理论、区域经济增长理论和可持续发展理论为基础,采用实证与规范分析相结合、共性与个性相结合的分析方法,研究和龙市县域经济发展的问题。先从和龙市的概况和资源分布情况进行概述,再分析了和龙市历年来三次产业结构的产业结构现状:即三次产业的生产总值、增长率、三次产业对生产总值增长率的贡献度、固定资产投资以及对外经贸合作现状。在此基础之上提出了和龙市县域经济发展中存在的一些问题,即加工业发展落后、特色农业发展滞后、农业产业化水平低、旅游业发展滞后、跨境经济合作进展缓慢等问题。其原因主要有:和龙市产业发展基础薄弱、人口流失严重、创业人才缺乏、交通不便、跨境合作机制不健全等方面原因。对此提出了和龙市县域经济的发展对策建议。一是,促进地方特色加工业的发展,可以采取打造特色品牌、培育龙头企业、促进产品深加工等方式。二是,打造特色农产品推进农业产业化发展,通过壮大农业生产组织、拓宽农产品流通体系增强农产品商品化程度等方式实施。三是,发展休闲旅游产业,可以增加宣传力度、增加旅游开发投入、优化旅游线路、加强旅游科研向成果转化、加强人才培养等方式优化休闲旅游产业。四是加强政府扶持力度,可以制定明确的发展目标、加强政策支持、打通金融机构的融资渠道等方式加强政府支持。五是推动跨境经济合作,逐步带动和龙市县域经济的发展。
[Abstract]:County economy is a regional economy with regional characteristics, which takes county administrative division as geographical space, county-level political power as main body of control, market as the guide, optimizes the allocation of resources and has regional characteristics. County economy plays a vital role in the development of the national economy. It is not only the grass-roots administrative regional unit that formulates long-term plans for regional economic and social development. And also related to the overall construction of a well-off society and urban and rural integration of the process. The study of the development of the county economy in Helong City is conducive to the correct understanding of the advantages and disadvantages of the economy in the development process of the city, to the concentration of the superior industries, to the complement of the weaknesses, and to the optimization of the industrial structure of the city. It is of great significance to improve the speed of economic development in Hulong City. Based on regional economic theory, regional comparative advantage theory, regional industrial structure theory, regional economic growth theory and sustainable development theory, this paper combines empirical and normative analysis. This paper studies the development of county economy in Helong City by combining the analysis method of generality and individuality. This paper first summarizes the general situation and the distribution of resources in Helong City, then analyzes the present situation of the industrial structure of the three industrial structures of the city over the years: the GDP of the three industries, the growth rate and the contribution of the three industries to the growth rate of the gross domestic product. Investment in fixed assets and current situation of foreign economic and trade cooperation. On this basis, some problems existing in the development of Helong county economy are put forward, such as backward development of processing industry, lagged development of characteristic agriculture, low level of agricultural industrialization, lagged development of tourism, slow progress of cross-border economic cooperation, and so on. The main reasons are as follows: the foundation of industrial development is weak, the population loss is serious, the entrepreneurial talents are lacking, the transportation is not convenient, the mechanism of cross-border cooperation is not perfect and so on. To this, put forward the development countermeasure suggestion of the county area economy of Helong city. First, promote the development of processing industry with local characteristics, can take to create a characteristic brand, foster leading enterprises, promote product processing and other ways. Second, we should build special agricultural products to promote the development of agricultural industrialization, expand agricultural production organizations and expand the circulation system of agricultural products to enhance the degree of commercialization of agricultural products. Third, the development of leisure tourism industry can increase publicity efforts, increase investment in tourism development, optimize tourism routes, strengthen the transformation of tourism scientific research to achievements, and strengthen the cultivation of talents to optimize leisure tourism industry. Fourth, strengthen the government support, can set clear development goals, strengthen policy support, open the financing channels of financial institutions, and other ways to strengthen government support. Fifth, promote cross-border economic cooperation and gradually promote the development of the county economy of Hulong City.
