河南省机关事业单位养老保险制度改革研究

【摘要】：近年以来,随着我国社会主义经济体系日益完善成熟,传统的机关事业单位养老保险制度难以适应新形势下的发展需求,由此产生的财政、社会等方面的负面影响也越来越大。但是不可否认,作为整个社会保障体系的重要组成部分,不可能一刀切进行制度变革,需要结合我国区域、经济实力、财政状况等因素进行完善。所以,尽管国家从1994就开始了相关变革,但整体改革效果并不理想,各地试点情况也不容乐观,甚至已远远落后于企业养老保险制度的变革发展步伐,这都极大地影响了我国社会保障体系的整体建设。因此,结合我国具体国情,加快机关事业单位养老保险制度改革步伐已然迫在眉睫。本文以河南省为例进行实证分析,在整理归纳机关事业单位养老保险相关理论基础上,结合该省机关事业单位养老保险制度改革历程,明确了该省制度执行现状以及存在的诸多问题。在此基础之上,运用对比分析法,归纳了国内其他省市以及国外公职人员养老保险制度的改革经验与启示,找出了河南省机关事业单位养老保险制度改革的切入点与突破口,并且本着理论联系实践,理论指导实践的原则,从四个方面分别给出了河南省机关事业单位养老保险制度改革的基本原则与对策建议,以期为加快河南省机关事业单位养老保险制度改革步伐提供参考。
[Abstract]:In recent years, with the development of socialist economic system in our country, the traditional old-age insurance system of institutions and institutions is difficult to adapt to the development needs under the new situation, and the negative impact on finance, society and other aspects is becoming more and more great. But there is no denying that as an important part of the whole social security system, it is impossible to reform the system in a one-size-fits-all way. Therefore, although the country has started the relevant changes since 1994, the overall effect of the reform is not ideal, the pilot situation in various places is not optimistic, and it has even lagged far behind the pace of reform and development of the enterprise old-age insurance system. This has greatly affected the overall construction of our social security system. Therefore, it is urgent to speed up the reform of the endowment insurance system of the government and institutions according to the specific conditions of our country. Taking Henan Province as an example, this paper makes an empirical analysis, on the basis of sorting out and summarizing the relevant theories of the endowment insurance of the organs and institutions, combining with the reform course of the pension insurance system of the organs and institutions of the province. This paper clarifies the current situation of the implementation of the province's system and the existing problems. On this basis, by using comparative analysis, this paper sums up the experience and enlightenment of the reform of pension insurance system for public servants in other provinces and cities in China and abroad, and finds out the breakthrough point and breakthrough point of the reform of pension insurance system in the organs and institutions of Henan Province. And in the light of the principle of combining theory with practice and guiding practice, this paper gives the basic principles and countermeasures for the reform of pension insurance system of the organs and institutions in Henan Province from four aspects. In order to speed up the reform of the pension insurance system in Henan Province organs and institutions to provide a reference.
