高密市优化发展高效特色种植业的现状及对策研究

【摘要】：进入二十一世纪以来，中国坚持科学发展，和谐发展，把“三农”作为党和国家的重要工作，其中种植业是三农工作中的重要方面。国家提出对种植业实行“多予少取放活”的方针，出台了多种促进种植业发展的优惠政策，包括取消农业税，对农民实行粮食补贴、农机具购置补贴及农资补贴，实行种植作物保险补偿等，促进了农民对种植业发展的积极性和主动性，我国种植业正在朝着实现高效、多产、增收的良好态势发展。种植业是农业的基础，是确保粮食安全的根本，国家要想富强，人民要想富裕，必须要夯实这个基础，不断提高种植业持续健康发展。中国种植业发展正处于现代种植业的转型时期，传统种植业发展思路已经跟不上发展的新要求，因此，必须在种植业发展方式上求得转变，在产销研上求得创新，面对日益激烈的市场竞争和国际形势，发展特色种植业是我们面临的一项重大而紧迫的任务。本文是立足高密市自身实际，因地制宜地发展别具一格的高效特色种植业，提出了一系列在发展特色种植业上有针对性的对策和建议，转变种植思路，加大种植结构调整力度，创新种植方式，引进开发新品种，培育新的增长点，实行产学研带动，紧密联系市场和企业，提高专业化知识水准，走产业化、科技化、特色化发展等等，通过这些对策，依托本地资源优势，逐步建成独具特色的专业镇、专业村，实现村村有特色，镇镇有产业，，走出一条带动当地政府和农民增收的特色种植业发展道路，对增加农民收入、振兴区域经济、促进种植业和农村经济持续发展具有十分重要意义。
[Abstract]:Since entering the 21 century, China insists on scientific development and harmonious development, and regards "agriculture, countryside and farmers" as the important work of the Party and the country, among which the planting industry is an important aspect in the work of agriculture, rural areas and farmers. The state has put forward the policy of "giving more and less taking more life" to the planting industry, and has introduced a variety of preferential policies to promote the development of the planting industry, including the abolition of agricultural taxes, the introduction of grain subsidies to farmers, the purchase of farm machinery and tools, and the subsidies for agricultural materials. The implementation of crop insurance compensation has promoted the enthusiasm and initiative of farmers to the development of planting industry, and the planting industry in China is developing towards the realization of high efficiency, high production and increasing income. Planting is the foundation of agriculture and the basis of ensuring food security. If the country wants to be rich and strong, the people must consolidate this foundation and continuously improve the sustainable and healthy development of the planting industry. The development of Chinese planting industry is in the transition period of modern planting industry, the traditional planting industry development train of thought has been unable to keep up with the new requirement of development. Therefore, we must change the way of planting development and seek innovation in production and marketing research. Facing the increasingly fierce market competition and the international situation, it is an important and urgent task for us to develop the characteristic planting industry. This article is based on Gaomi City's own reality, develops the unique high efficiency characteristic planting industry according to the local conditions, has proposed a series of targeted countermeasures and suggestions in the development characteristic planting industry, has changed the planting mentality, increases the planting structure adjustment dynamics, Through these countermeasures, we should innovate planting methods, introduce and develop new varieties, cultivate new growth points, promote production, education and research, closely link with markets and enterprises, raise the level of specialized knowledge, go along with industrialization, science and technology, and special development, and so on. Relying on the advantages of local resources, gradually building up specialized towns and specialized villages with unique characteristics, realizing that villages and villages have characteristics and towns having industries, so as to find a way to develop the special planting industry that will lead the local government and farmers to increase their income, so as to increase farmers' income. It is of great significance to revitalize regional economy and promote the sustainable development of planting and rural economy.
