内蒙古乌海市财源建设的问题及对策研究

【摘要】：财源是国家财政收入的源泉,是发展经济的重要组成,尤其是亟待转型资源枯竭型城市,更能体现出财源建设工作的重要性。本文紧紧围绕培植壮大乌海市财源,推动经济又好又快发展这一中心思路,首先从理论的角度,对财源建设相关概念进行了归纳总结,对财源建设的概念及内涵等进行了准确界定。其次,在结构上,按照“财源建设现状分析—财源建设存在问题及原因分析—提出解决对策”这一思路逐层展开。在数据分析的基础上,揭示出乌海市地方财源建设中一些不合理的问题,如税源结构单一,财政体制贡献度高,非税收入增长迅速等问题,并针对这些问题,结合乌海市实际情况,提出改进的措施建议。以前多数对于具体区域财源建设的分析研究,基本都侧重于加大财政投入力度,优化收支结构等,而本文是在资源枯竭型城市经济和城市转型的宏观形势下,进一步培植壮大财源,以促进区域经济又好又快发展。笔者因从事财政具体工作,得以对乌海市的财源状况进行深入的调查研究,鉴于此,本文通过搜集乌海市产业、财政方面的数据,对乌海市财源建设进行实证研究和分析,并因地制宜,提出乌海市培植和壮大财源的对策建议,为地方政府提供决策参考。
[Abstract]:The source of finance is the source of the national financial revenue and the important component of the development of the economy. Especially, the urgent need to transform the resource-exhausted city can reflect the importance of the construction of the financial resources. This paper focuses on the central idea of cultivating and strengthening the financial resources of Wuhai City and promoting the sound and rapid development of the economy. First of all, from a theoretical point of view, this paper summarizes the related concepts of financial resources construction. The concept and connotation of the construction of financial resources are accurately defined. Secondly, in terms of structure, according to the idea of "analysis of the present situation of financial resources construction-analysis of the problems and causes of the construction of financial resources-putting forward solutions", the ideas are carried out layer by layer. On the basis of data analysis, this paper reveals some unreasonable problems in the construction of local financial resources in Wuhai City, such as the single structure of tax sources, the high contribution of financial system, the rapid growth of non-tax income, and so on. According to the actual situation of Wuhai City, the improvement measures are put forward. In the past, most of the analysis and research on the construction of financial resources in specific regions focused on increasing financial input and optimizing the structure of revenue and expenditure. However, this paper is based on the macro situation of resource-exhausted city economy and urban transformation. Further cultivate and strengthen financial resources in order to promote the regional economy sound and rapid development. In view of the fact that the author is engaged in the specific work of finance, he is able to carry out a deep investigation and study on the financial resources of Wuhai City. In view of this, this paper makes an empirical study and analysis on the financial source construction of Wuhai City by collecting the data of industry and finance in Wuhai City. According to the local conditions, this paper puts forward the countermeasures and suggestions to cultivate and strengthen the financial resources in Wuhai City, which can provide a reference for the local government to make decisions.
