【摘要】：随着区域经济在我国迅速发展，城市群、都市圈日益成为经济发展的主要载体，，同城化作为促进区域经济发展的战略也在各大城市群内掀起了规划热潮，目前全国各个城市的发展离不开区域的支持，对单个城市的可持续发展起到了决定性的作用。相应的，同城化的理论也在不断发展和完善。京津冀是继长三角、珠三角区域增长极的第三大增长极，京津冀的区域经济一体化的主要的体现和组成部分是京津廊同城化发展。廊坊市的优越的区位优势和后发优势加快了京津廊的同城化发展，廊坊市公共事业是同城化发展的重要组成部分，优越的发展环境会为公共事业的发展提供良好的条件。本文从这个思路出发，采用理论研究和实证研究相结合的方式，首先确定论文研究背景、目的意义和研究方法，然后通过系统分析同城化、系统论、区域经济发展理论、公共事业发展环境相关理论、环境法治政策理论和金融环境理论，为本文主题的研究提供理论基础，接着比较国外发达国家和国内发展较快地区的区域环境，为研究提供借鉴和启示，并概述廊坊市发展特点和总结京津两市社会环境对廊坊市的辐射影响，以认识廊坊市公共事业所处的外部发展环境；再次通过对城市公共事业与发展环境相关指标的探讨与分析比较，对公共事业与发展环境指标体系做更深一层的研究，最终构建一个科学、合理的公共事业与发展环境评价指标体系。最后对目前廊坊市公共事业与发展环境现状进行解释，基于实际调查数据，选择合适的皮尔逊相关系数和净相关系数的相关性评价方法对廊坊市公共事业与发展环境相关性进行评价分析，并且根据评价结果提出相应的优化廊坊市公共事业发展环境的合理化建议。
[Abstract]:With the rapid development of regional economy in China, urban agglomeration and metropolitan area have increasingly become the main carrier of economic development. At present, the development of each city in China can not be separated from the support of the region, which plays a decisive role in the sustainable development of a single city. Accordingly, the theory of city-making is also developing and perfecting. Beijing-Tianjin-Hebei is the third largest growth pole of the regional growth pole of the Pearl River Delta after the Yangtze River Delta. The main embodiment and component of the regional economic integration of the Beijing-Tianjin-Hebei region is the co-city development of the Beijing-Tianjin-Tianjin-Hebei corridor. Langfang's superior location advantage and latecomer advantage speed up the development of co-city of Beijing-Tianjin corridor. Langfang's public utility is an important part of the development of the same city, and the superior development environment will provide good conditions for the development of public utility. Starting from this idea, this paper uses the combination of theoretical research and empirical research to determine the research background, purpose, significance and research methods, and then through systematic analysis of the city, system theory, regional economic development theory, The related theories of public utility development environment, environmental rule of law policy theory and financial environment theory provide the theoretical basis for the research of this thesis, and then compare the regional environment of developed countries and rapidly developing regions in foreign countries. To provide reference and inspiration for the study, and summarize the development characteristics of Langfang City and the radiation impact of the social environment of Beijing and Tianjin on Langfang City, in order to understand the external development environment of Langfang City. Thirdly, through the discussion and analysis of the related indexes of urban public utility and development environment, the author makes a deeper research on the index system of public utility and development environment, and finally constructs a science. Reasonable public utility and development environment evaluation index system. Finally, it explains the current situation of public utilities and development environment in Langfang City, based on the actual investigation data, Choosing the appropriate Pearson correlation coefficient and net correlation coefficient correlation evaluation method to evaluate and analyze the relationship between public utilities and development environment in Langfang City. According to the evaluation results, the rational suggestions for optimizing the development environment of public utilities in Langfang City are put forward.
