昆明市东川区环境保护问题与对策研究

【摘要】：随着改革开放的深入,我国的经济发展保持着快速增长的速度,高楼大厦层出不穷,人民的物质生活水平日益富足,以环境破坏为代价的发展问题也日益凸显,环境污染和生态破坏严重制约着我国经济快速、持续发展。随着党的十八大将生态文明建设纳入“五位一体”总体布局,各地方政府将环保问题提上日程,重点提出改善生态环境的发展思路。在新形势下,构建“人与自然和谐相处”是实现美丽中国梦的重要核心之一。东川区位于云南高原昆明市东北部,是昆明市目前唯一一个没有通高速公路的县区,是我国典型的资源型城市之一。自新中国成立以后,东川铜矿是国家第一个五年计划中156个重点建设项目之一,长期以来一直为国家铜工业原料生产源源不断的提供高品位的铜矿,为国家工业化发展和国防建设作出了积极贡献。以铜矿生产为主的矿业,长期以来一直是东川工业的主要产业和传统产业,占全区生产总值三分之一以上。区域内企业大多为中小型企业,规模小、工艺落后,污染治理水平较低,环保意识跟不上发展的脚步,导致污染事故时有发生,地方政府环境保护压力巨大,不利于区域经济与生态的均衡发展。如何提升地方职能部门监管效力,增强企业的环保责任,提升民众的参与度,落实“环境保护,人人有责”,发展全民参与环境保护,是本研究的重点。本文以公共产品、公共产品生产和供给、外部性理论为基础,紧密结合东川区经济社会产业结构与环境保护现状与趋势,采用文献研究、比较分析、调查分析的方法,找出突破口,深入研究,发现东川区环境保护在经费保障、工艺技术、人才管理、信息传递4个方面存在的不足,根据存在的问题,寻找适合东川区实际情况的发展新思路,有针对性地从增加地方财政收入、加大城市基础设施建设、加强环境管理制度和队伍建设、建立多元主体参与管理4个层面,提出昆明市东川区环境保护的策略,努力破解制约资源城市发展的新难题。
[Abstract]:With the deepening of reform and opening up, China's economic development has maintained a rapid growth rate, high-rise buildings emerge in endlessly, people's material living standards are increasingly rich, and the development problem at the cost of environmental damage is increasingly prominent. Environmental pollution and ecological destruction seriously restrict the rapid and sustainable development of our economy. As the 18th National Congress of the Party brought the construction of ecological civilization into the overall layout of "five in one", the local governments put the environmental protection problem on the agenda and put forward the development idea of improving the ecological environment. In the new situation, the construction of harmonious coexistence between man and nature is one of the important core to realize beautiful Chinese Dream. Dongchuan District is located in the northeast of Kunming City, Yunnan Plateau. It is the only county in Kunming City which does not have a highway at present, and is one of the typical resource-based cities in China. Since the founding of the people's Republic of China, Dongchuan Copper Mine has been one of the 156 key construction projects in the first five-year plan of the country. It has long been providing a continuous stream of high-grade copper mines for the production of raw materials for the national copper industry. It has made positive contributions to the development of the country's industrialization and national defense. The mining industry, which is dominated by copper production, has been the main industry and traditional industry of Dongchuan industry for a long time, accounting for more than 1/3 of the region's gross domestic product. Most of the enterprises in the region are small and medium-sized enterprises, which are small in scale, backward in technology, low in pollution control level, unable to keep up with the pace of development of environmental protection consciousness, resulting in frequent pollution accidents and enormous pressure on local governments to protect their environment. Not conducive to the balanced development of regional economy and ecology. How to improve the effectiveness of supervision of local functional departments, enhance the environmental responsibility of enterprises, enhance the participation of the public, implement "environmental protection, everyone has the responsibility", and develop the participation of the whole people in environmental protection, is the focus of this study. Based on the theory of public goods, production and supply of public goods and externality, this paper closely combines the present situation and trend of economic and social industrial structure and environmental protection in Dongchuan District, and adopts the methods of literature research, comparative analysis, investigation and analysis. To find out the breakthrough, to study deeply, and to find out the shortcomings of environmental protection in Dongchuan District in four aspects: funding guarantee, process technology, talent management, and information transmission. According to the existing problems, we should look for a new way of development suitable for the actual situation in Dongchuan District. From the aspects of increasing local financial revenue, increasing urban infrastructure construction, strengthening environmental management system and team building, establishing multiple subjects to participate in four levels of management, this paper puts forward the strategy of environmental protection in Dongchuan District of Kunming City. Try to solve the new problem that restricts the development of resource city.
