朝鲜开发开放对吉林省的影响及应对策略研究

【摘要】：近年来,中国与朝鲜经济贸易合作保持快速发展态势。自2012年4月11日金正恩正式成为朝鲜最高领袖以来,朝鲜出现了很多变化,中国与朝鲜也从战略安全为主导的经贸关系转变为以市场为主导的经贸关系,这些转变预示朝鲜正处于向市场经济转型的初始阶段。吉林省与朝鲜相邻,具有地缘与人文优势,在中朝贸易中吉林省所占比重比较大。2009年,长吉图开发开放先导区建设上升为国家战略,吉林省政府更加注重对朝鲜的外贸合作,随着经济全球化和区域经济一体化程度不断加深,吉林省与朝鲜经济合作迎来了新的历史机遇。本文通过资源禀赋理论理论、国际产业转移理论和次区域理论分析了吉林省与朝鲜存在的比较优势,以及产业转移和建立成熟的工业园区的可行性。吉林省与朝鲜经济合作无论在贸易、旅游还是科技合作等方面都有一些成效,随着吉林省与朝鲜合作程度的不断加深,问题也不断涌现。吉林省与朝鲜经济发展水平存在差异,基础设施与投资环境等方面成为吉林省与朝鲜经济合作的主要障碍。本文从朝鲜的政治、军事、经济、文化以及朝鲜在开发开放过程中所实施的政策、效果和所面临的问题分析了朝鲜开发开放的现状并分析了朝鲜开发开放对吉林省的影响,进一步提出了吉林省应对朝鲜开发开放的策略。吉林省政府要积极与朝鲜政府沟通,促进双边规范化发展,优化产业结构等,为吉林省与朝鲜经济合作创造更加良好的环境。
[Abstract]:In recent years, economic and trade cooperation between China and the DPRK has maintained a rapid development trend. Since Kim Jong-un officially became the supreme leader of North Korea on April 11, 2012, North Korea has undergone many changes, and China and North Korea have also changed from a strategic security-oriented economic and trade relationship to a market-oriented economic and trade relationship. These changes augur well for North Korea's initial transition to a market economy. Jilin Province, adjacent to North Korea, has geographical and cultural advantages, and Jilin Province accounts for a relatively large proportion of Sino-Korean trade. In 2009, the construction of the Chang-Jitu Development and opening Pioneer area became a national strategy, and the Jilin Provincial Government paid more attention to foreign trade cooperation with North Korea. With the deepening of economic globalization and regional economic integration, the economic cooperation between Jilin Province and North Korea has ushered in a new historical opportunity. This paper analyzes the comparative advantages between Jilin Province and North Korea through the theory of resource endowment, international industrial transfer theory and sub-regional theory, as well as the feasibility of industrial transfer and the establishment of mature industrial parks. The economic cooperation between Jilin Province and North Korea has made some achievements in terms of trade, tourism and scientific and technological cooperation. With the deepening of cooperation between Jilin Province and North Korea, problems continue to emerge. The level of economic development between Jilin Province and North Korea is different. Infrastructure and investment environment are the main obstacles to economic cooperation between Jilin Province and North Korea. This paper analyzes the current situation of North Korea's development and opening up from the political, military, economic, cultural, and the policies, effects and problems faced by the DPRK in the process of developing and opening up, and analyzes the impact of the Korean development and opening up on Jilin Province. Further put forward Jilin Province should be open to North Korea development strategy. The Jilin Provincial Government should actively communicate with the DPRK government, promote the bilateral standardized development, optimize the industrial structure, and create a better environment for economic cooperation between Jilin Province and the DPRK.
