聊城市徒骇河流域水污染防控体系优化

【摘要】:随着我国工业化的快速发展和城市化进程的加快,人口数量增长、工业废水和生活污水排放量迅速增加,以及农业和化肥的大量投入,导致流域水环境污染问题突出。流域水污染已经成为危害人民健康、阻碍区域经济发展的重要因素。聊城市徒骇河流域水环境问题突出,严重制约着区域经济发展,威胁着流域内人民生活健康,优化流域水污染防控体系迫在眉睫。本论文依托国家水体污染控制与治理科技重大专项资助的"徒骇河、马颊河流域水污染防治与水质改善技术集成与综合示范"课题的子课题"基于河流水质保障的流域水环境安全防控体系优化研究",对聊城市徒骇河流域的水污染防控体系展开研究。本文首先通过查阅国内外文献、统计年鉴、我国现行法律法规和标准以及国家和地方采取的行动计划等了解我国流域水污染现状、管理现状、水环境质量评价方法以及水污染防控体系的构建等内容。根据查阅的资料以及收集的数据采用改进后的模糊综合评价法对聊城市徒骇河干流的水环境质量进行综合评价,结果显示徒骇河总体水环境质量较差,主要污染物在徒骇河入聊城境后发生变化,主要原因可能是由于流域防控体系不完善导致,因此,需要对聊城市徒骇河流域水污染防控体系进行深入研究。通过现场调查、专家咨询、研讨会和问卷调查等方法,充分了解聊城市徒骇河流域水污染防控体系现状后,对徒骇河流域水污染防控体系进性定性评价。基于聊城市徒骇河流域水污染防控体系的评价结果,对水污染防控体系提出优化建议,并创新性的提出流域三级叠套综合防控体系,并将其应用于聊城市各企业和各区县的污染防控中。通过对聊城市徒骇河流域水污染防控体系的优化,建立起较为完善的污染防控体系,提高聊城市水环境风险防控能力,有效减少水环境事故的发生,全面提升聊城市徒骇河流域的水环境质量,实现"御污于外、治污于内",为聊城市社会、经济和环境协调发展提供保障。
[Abstract]:With the rapid development of industrialization and the acceleration of urbanization in China, the population increase, the discharge of industrial wastewater and domestic sewage increases rapidly, as well as a large amount of investment in agriculture and chemical fertilizer. Water pollution has become an important factor that harms people's health and hinders the development of regional economy. The problem of water environment in Shughahe River basin of Liaocheng City is prominent, which seriously restricts the development of regional economy, threatens the life and health of the people in the basin, and it is urgent to optimize the water pollution prevention and control system in the basin. This paper relies on the State Water pollution Control and Control Science and Technology supported by the "Dahuri River," Water pollution Control and Water quality improvement Technology Integration and Comprehensive demonstration in Majiu River Basin "Subproject of" Water Environment Safety Prevention and Control system based on River Water quality guarantee ", the water pollution of Shughahe River Basin in Liaocheng City The system of prevention and control is studied. First of all, through consulting domestic and foreign literature, statistical yearbooks, the current laws, regulations and standards of our country and the action plan adopted by the state and local authorities, we can understand the present situation and management status of water pollution in watersheds of our country. Water environment quality evaluation method and water pollution prevention and control system construction and so on. According to the collected data and the improved fuzzy comprehensive evaluation method, the water environment quality of the main stream of Shughahe River in Liaocheng City is evaluated synthetically. The results show that the overall water environment quality of the river is poor. The main pollutant changes after entering Liaocheng area, the main reason may be that the system of prevention and control in the river basin is not perfect. Therefore, it is necessary to study the water pollution control system of the river basin in Liaocheng city. Through on-the-spot investigation, expert consultation, seminar and questionnaire survey, this paper fully understands the present situation of water pollution prevention and control system in Xujai River Basin of Liaocheng City, and evaluates qualitatively the water pollution prevention and control system of the river basin. Based on the evaluation results of water pollution prevention and control system in Shughahe River Basin of Liaocheng City, the paper puts forward some suggestions for optimization of water pollution prevention and control system, and creatively puts forward a comprehensive prevention and control system with three layers of river basin. It is applied to the pollution prevention and control of the enterprises and counties in Liaocheng city. Through the optimization of water pollution prevention and control system in Shughahe River Basin of Liaocheng City, a more perfect pollution prevention and control system is established to improve the water environment risk prevention and control ability of Liaocheng City, and effectively reduce the occurrence of water environment accidents. In order to guarantee the harmonious development of society, economy and environment in Liaocheng City, the quality of water environment should be improved in an all-round way.
