浙江甘肃经济发展差距三十年演变的软投入解释

【摘要】：改革开放的三十年以来,中国经济实现了快速持续增长,综合国力、人民生活水平进一步提高,但经济增长主要依靠物质资本积累,存在着资源消耗过大、可持续性不强的问题,并且区域间经济发展差距有越演越烈的趋势。再者,由硬投入增加拉动的经济增长,面临着日益严重的硬投入边际产出递减的压力。在这种背景下,主要依靠提高硬投入水平来缩小区域间经济增长差距,并实现可持续性的经济增长,将会变得越来越困难。在这种情况下,提高软投入组合质量,缩小地区间软投入质量差距将是我国转变经济增长模式、缩小区域经济发展差距的关键。 本文将对我国软投入组合以及区域间软投入组合质量差异进行动态分析,从政策、制度等政府软投入的角度,并对区域人力资本差异着重做了分析和比较,通过实证和理论分析解释区域经济发展差距,基于这些分析提出相关的政策建议,为今后软投入组合质量的提高提供理论依据。
[Abstract]:During the past 30 years of reform and opening up, China has achieved rapid and sustained economic growth, comprehensive national strength and further improvement of the people's living standard. However, economic growth mainly depends on the accumulation of material capital, and there is excessive consumption of resources. Sustainability is not strong, and the interregional economic development gap has a growing trend. Furthermore, the economic growth driven by the increase of hard input is facing increasing pressure of decreasing marginal output of hard input. In this context, it will become more and more difficult to reduce the gap between regional economic growth and achieve sustainable economic growth mainly by raising the level of hard input. In this case, improving the quality of soft input combination and narrowing the quality gap between regions will be the key to the transformation of economic growth model and the narrowing of regional economic development gap in China. This article will carry on the dynamic analysis to our country soft investment combination and the regional soft input combination quality difference, from the policy, the system and so on government soft investment angle, and has made the analysis and the comparison emphatically to the regional human capital difference, Through empirical and theoretical analysis to explain the gap in regional economic development, based on these analysis, put forward the relevant policy recommendations, for the future soft investment portfolio quality improvement to provide the theoretical basis.
