邯郸市民营经济发展现状及对策研究

【摘要】：民营经济从最初的个体户资本积累到目前的私营经济蓬勃发展经历了一段曲折艰难的发展过程，它在我国经济由计划经济向市场经济转轨的过程中发挥着重要的作用。党的十八届三中全会在鼓励非公有制经济发展方面作出了重大的理论突破和政策创新，为民营经济发展进一步松了绑、鼓了劲、铺了路。现阶段，民营经济己经成为我国各地方政府重点扶持和发展的对象，在邯郸市政府大力支持下,近几年邯郸民营经济快速发展，对全市经济发展贡献率越来越大,但是，从全省看，邯郸民营经济发展水平相比石家庄、唐山等城市还有一定的差距；从全市看，民营经济也存在着产业结构不合理、企业融资难、发展环境不宽松等问题，西、东、中部的资源禀赋和产业集群的样式也制约了民营经济均衡发展,使得民营经济对区域经济的贡献存在着显著差异。本文回顾了邯郸民营经济发展历程，首先用SWOT法系统地分析了其发展现状、存在问题及面临的机遇与挑战；其次运用灰色关联度分析法找出了影响邯郸市民营经济发展水平及县域经济西、东、中部之间经济发展不平衡的主要因素；再者以摘掉贫困县帽子的涉县为例，，具体分析了其民营经济发展情况；最后对于优化邯郸民营经济发展从城镇化发展、县域经济发展、企业自身建设、改善外部发展环境四个方面提出了政策建议。
[Abstract]:The private economy has experienced a tortuous and difficult development process from the initial accumulation of individual capital to the flourishing development of the private economy, which plays an important role in the transition from planned economy to market economy in our country. The third Plenary session of the 18th CPC Central Committee made a great theoretical breakthrough and policy innovation in encouraging the development of the non-public economy, which further loosened the restraints, boosted the strength and paved the way for the development of the private economy. At this stage, the private economy has become the key support and development object of the local government in our country. With the support of Handan city government, the private economy of Handan has developed rapidly in recent years, and the contribution rate to the economic development of Handan is increasing, but, From the perspective of the whole province, Handan's level of private economic development is still quite different from that of Shijiazhuang, Tangshan and other cities. From the whole city's perspective, the private economy also has some problems, such as unreasonable industrial structure, difficult financing for enterprises, and an unaccommodating development environment, etc., in the west and east, The resource endowment and the pattern of industrial cluster also restrict the balanced development of the private economy, which makes the contribution of the private economy to the regional economy have significant differences. This paper reviews the development course of Handan's private economy. Firstly, it systematically analyzes the present situation, existing problems, opportunities and challenges of Handan's private economy by using SWOT method. Secondly, the author finds out the main factors that affect the development level of private economy and the imbalance between the west, east and middle of the county economy in Handan City by using the grey correlation analysis method. Furthermore, taking Shexian County, which took off the hat of the poor county, as an example, Finally, it puts forward some policy suggestions on optimizing Handan's private economy development from four aspects: urbanization development, county economy development, enterprise self-construction, and improvement of external development environment.
