永清县设施蔬菜发展现状及融入京津冀农业协同的对策研究

【摘要】:国家“十二五”规划纲要明确提出了“推进京津冀、长江三角洲、珠江三角洲地区区域经济一体化发展,京津冀农业协同的规划与建设正式上升到国家战略。永清县作为京津冀经济协同发展的成员之一,区位优势十分明显,是连接京津地区重要节点。近年来,虽然京津地区形成了各具特色的蔬菜产区,但因京津地区的蔬菜种植因受级差地租、劳动力等因素的影响,生产的综合成本较高,导致产量远远不能满足京津市场的消费需求,阻碍了其进一步发展。1992年以来,永清县进行了大规模的蔬菜产业结构调整,大力发展设施蔬菜产业,经过二十几年的发展,设施蔬菜产业已发展成为永清县的农业支柱产业,成为农民发家致富奔小康的有效途径。虽然多年来永清县为京津地区提供了大量的蔬菜产品,但相对于永清县的生产能力和自身条件而言,无论是数量、品种还是质量、服务方面都还有广阔的发展空间。永清县应进一步借“京津冀农业协同”的机遇,利用好永清县毗邻京津的区位优势和京津的人才、科技及广阔市场的优势,明确自身定位,融入区域发展。不仅有利于推进永清县设施蔬菜的发展,而且对于永清县设施蔬菜融入京津冀农业协同有着重要意义。文章从永清县设施蔬菜的生产与布局情况、蔬菜加工业及市场分布情况、蔬菜流通体系建设情况、蔬菜园区与蔬菜合作社建设情况、蔬菜社会化服务体系发展情况入手,提出具有针对性的具体问题。利用swot模型,根据永清县融入京津冀农业协同中所存在的优势、劣势、机遇、威胁进行了综合分析,并在此基础上借鉴山东省寿光市设施蔬菜的先进发展经验,提出了强化蔬菜安全生产,减少自然灾害影响;完善技术服务体系,提高整体服务水平;改善农业保险机制,降低蔬菜种植风险;提升设施装备水平,着力确保设施安全;提高设施蔬菜宣传,拓展京津销售渠道;建立网络信息平台,加强京津信息共享五项对策建议。文章对于永清县设施蔬菜发展的针对性强,以永清县自身的设施蔬菜发展情况为基础,以京津冀农业协同为主要的战略支撑,为永清县设施蔬菜发展开拓一条坚实、可行的道路。
[Abstract]:The outline of the "12th Five-Year Plan" clearly puts forward that "promoting the regional economic integration development in the areas of Beijing, Tianjin and Hebei, the Yangtze River Delta and the Pearl River Delta, the planning and construction of agricultural cooperation between Beijing, Tianjin and Hebei has formally risen to the national strategy." Yongqing County, as one of the members of Beijing, Tianjin and Hebei, is an important node connecting Beijing, Tianjin and Tianjin. In recent years, although the Beijing-Tianjin region has formed different vegetable production areas with its own characteristics, the comprehensive cost of production is relatively high because of the influence of factors such as differential land rent and labor force on vegetable cultivation in the Beijing-Tianjin region. As a result, the output is far from meeting the consumption demand of the Beijing-Tianjin market and hinders its further development. Since 1992, Yongqing County has carried out large-scale restructuring of the vegetable industry and vigorously developed the facilities vegetable industry. After more than 20 years of development, The facility vegetable industry has developed into the agricultural pillar industry of Yongqing County, and has become an effective way for farmers to become rich and well-off. Although Yongqing County has provided a large number of vegetable products for Beijing and Tianjin for many years, there is still wide room for development in terms of quantity, variety, quality and service, compared with Yongqing's production capacity and its own conditions. Yongqing County should further take advantage of the opportunity of "Beijing-Tianjin-Hebei agricultural coordination", make good use of Yongqing County's location advantage adjacent to Beijing and Tianjin, the talents of Beijing and Tianjin, science and technology and the advantage of broad market, make clear its own position and integrate into regional development. It is not only beneficial to promote the development of protected vegetables in Yongqing County, but also of great significance to the integration of these vegetables into the agricultural cooperation between Beijing, Tianjin and Hebei. This paper starts with the production and distribution of vegetable facilities in Yongqing County, vegetable processing industry and market distribution, the construction of vegetable circulation system, the construction of vegetable park and vegetable cooperative, and the development of vegetable socialized service system. Put forward specific problems with pertinence. Based on the swot model, according to the advantages, disadvantages, opportunities and threats existing in the integration of Yongqing County into the Beijing-Tianjin-Hebei agricultural cooperation, this paper makes a comprehensive analysis of the advantages, disadvantages, opportunities and threats, and on this basis, draws lessons from the advanced development experience of the protected vegetables in Shouguang City, Shandong Province. The paper puts forward to strengthen vegetable safety production, reduce the impact of natural disasters, improve the technical service system, improve the overall service level, improve the agricultural insurance mechanism, reduce the risk of vegetable planting, upgrade the level of facilities and equipment, and focus on ensuring facility safety. Improve the facilities of vegetable publicity, expand the sales channels of Beijing and Tianjin, establish a network information platform, strengthen the Beijing-Tianjin information sharing five countermeasures. The article has strong pertinence for the development of protected vegetables in Yongqing County, based on the development of protected vegetables in Yongqing County, taking the coordination of agriculture between Beijing, Tianjin and Hebei as the main strategic support, and opening up a solid road for the development of protected vegetables in Yongqing County. A viable road.
