西藏农业产业结构与特色农业产业化趋势研究

【摘要】：西藏地处青藏高原腹地，位置偏隅，大多数地区海拔过高，气候寒冷，受制于各种自然资源的制约，农业内部结构生产比较单一，结构也是不够合理的，农业产业结构调整步伐缓慢，产业发展依旧是以传统农牧业为主的区域经济格局，当前西藏经济社会正处于历史上最好的稳定时期，从西藏实际出发，必须适时加快改造传统农业，大力发展现代农业，立足资源优势，突出产业特色，实施特色农业产业化发展，对于推进西藏经济社会跨越式发展有着重大的意义。本研究采用查阅文献和实地调查的方法对西藏自治区的农业产业内部结构进行了详细的研究，对七地市特殊的区位优势做出特色农业产业化发展趋势分析。在分析农林牧渔业产业的内部结构演变规律的基础上，对农业产业结构特征和产业化的进程进行分析和评价，利用农业经济学、农业可持续发展研究等相关理论，针对西藏当前农业产业结构中存在的问题，提出相应的符合当前社会经济发展情况的对策，并对区域特色农业产业化进行分析并提出发展方向，通过研究分析，得出以下结论： 1．对2003—2011年区域农业产业结构优势比较，从四大产业（种植业、林业、畜牧业和渔业）所占比重来看，种植业和畜牧业占绝对优势，林业产业呈下降趋势，渔业产业开始萌发。农业产业结构中对土地利用结构、农业劳动力利用结构、农业资金利用结构和特色产业结构等指标的演变规律进行分析并比较演变特征，分析种植业和畜牧业发展不相协调；草地生态系统严重恶化，牲畜生产能力下滑；林地的面积、蓄积量比重严重失调，木材的生产销售处于混乱，造成林业资源严重浪费；渔业产业的开发、管理、研究、技术推广等方面的诸多问题，按照因地制宜的原则，发挥地区优势，积极调整种植业生产结构，压缩与市场需求不相适应的品质和品种，提高科技含量，大力发展基地建设，逐步形成生产规模化、集约化、产业化的产业带和产业区进行产业结构调整。 2．实施特色农业产业化发展战略，在建设基地、开发产业、培育企业、创建品牌、建立农牧民经济合作组织、提升了农牧民生产水平，增加农牧民收入等方面取得了一定的成就，，然而在农业产业化的进程中，产业规模、技术应用、产业体系建设、加工、流通、组织化程度和群众观念等中仍存在不足的问题，提出在国家政策和财政资金的支撑下，大力实施援藏计划，发展规模经济，积极培育主导企业，大力发展龙头企业，鼓励农畜产品出口和科技水平的提高等措施，引导未来的趋势和方向。
[Abstract]:Tibet is located in the hinterland of Qinghai - Tibet Plateau , the location is offset , most of the regions are high in elevation , cold in climate , constrained by various natural resources , the structure of agricultural structure is relatively simple , the structure is not reasonable , the agricultural industry structure adjustment step is slow , the current Tibet economic society is in the history of the best stability period , the current Tibet economic society is in the history of the best stability period , the current Tibet economic society is in the history of the best stable period , the characteristic agriculture industrialization development , the implementation of the characteristic agriculture industrialization development , has great significance for the advancement of Tibet ' s economic and social development .

This paper studies the internal structure of agricultural industry in Tibet Autonomous Region by means of consulting literature and field investigation , analyzes and evaluates the process of agricultural industry structure characteristic and industrialization , analyzes and evaluates the process of agricultural industry structure characteristic and industrialization , analyzes and evaluates the problems existing in the current agricultural industrial structure of Tibet , analyses the agricultural industrialization of regional characteristics and puts forward the direction of development . Through the research and analysis , the following conclusions are drawn :

1 . Comparing the advantages of regional agricultural industrial structure from 2003 to 2011 , the planting industry and animal husbandry account for the absolute advantage , the forestry industry is declining , and the fishery industry begins to sprout . The agricultural industrial structure analyzes and compares the evolvement characteristics of land use structure , agricultural labor utilization structure , agricultural fund utilization structure and special industry structure , and analyzes the evolution characteristics , and analyzes the development of planting industry and animal husbandry .
The grassland ecosystem is severely degraded , and the livestock production capacity is declining ;
The area of the forest land , the specific gravity of the accumulation amount and the production and sale of the wood are in chaos , which causes serious waste of the forestry resources ;
The development , management , research and technical popularization of fishery industry , according to the principle of local conditions , play a regional advantage , actively adjust the production structure of planting industry , increase the quality and variety of planting industry , improve the content of science and technology , vigorously develop base construction , and gradually form the industrial zone and industrial zone of scale , intensive and industrial structure adjustment .

2 . Implement the development strategy of characteristic agriculture industrialization , build up the base , develop the industry , cultivate enterprise , create brand , establish the economic cooperation organization of the agricultural and pastoral people , improve the production level of the farmers and the people , increase the income of the farmers and farmers , raise the production level of the farmers and the people , increase the income of the farmers and farmers , and put forward that under the support of the national policy and financial resources , we should energetically carry out the aid collection plan , develop the scale economy , actively cultivate the leading enterprises , vigorously develop the leading enterprises , encourage the improvement of the export and technical level of the livestock products and so on , and guide the future trend and direction .
