基于系统论的中国房地产业健康发展研究

【摘要】:房地产业是我国经济发展的重要产业之一。房地产业健康发展能带动区域经济的发展,进而促进国民经济的健康发展。房地产业非健康发展,尤其是目前我国一、二线城市房价的非理性增长,局部地区形成房地产泡沫,一旦泡沫破裂就会引发连锁反应,将产生巨大的金融风险和经济风险,危及国家的经济安全。因此系统的认识房地产业健康发展的内在结构及运行规律有着极其重要的意义。基于此,本文进行基于系统论的中国房地产业健康发展研究。 在借鉴和吸收国外(境外)房地产业发展经验及教训基础上,针对我国房地产业发展的现状,从房地产业效率、房地产业泡沫和房地产关联度三个维度构建了房地产业健康发展的评价指标体系,为后续房地产业健康发展的系统分析奠定基础。 房地产业主体主要包括政府、金融企业、房地产开发企业以及消费者。房地产业健康发展系统由政府调控子系统、信贷子系统、生产子系统、消费子系统构成等,这些子系统及其内在要素的行为和职能,关系着房地产业健康发展系统是否能够有效的运行。房地产业的各主体由于目标不同性,表现行为就不同,从而导致不同主体行为间存在大量矛盾,进而加大了房地产业健康发展系统的复杂性和动态性。通过构建中国房地产健康发展的系统结构模型,明晰了房地产业健康的系统要素;通过房地产业健康发展子系统行为分析,明晰了房地产业各主体的目标和行为;通过房地产业健康系统中各子系统的矛盾分析,明晰了各主体间的矛盾。 对房地产业调控子系统、信贷子系统、生产子系统以及消费子系统的系统动力学分析基础上,进行了房地产业健康发展的系统动力学研究,得出房地产业健康发展的核心是房地产业运行与产业泡沫的平衡以及房地产业与相关产业和整个国民经济协调发展。为此需要平衡各主体利益,协调和约束政府调控行为、信贷支持行为、生产行为以及消费行为,以促进房地产业健康发展。 根据以上分析,结合国内外(境外)经验和教训,在完善政府调控政策,控制金融风险,规范开发企业行为以及正确引导消费者消费理念方面,提出了对策建议。
[Abstract]:The real estate industry is one of the important industries in the economic development of our country. The healthy development of real estate industry can promote the development of regional economy and promote the healthy development of national economy. The non-healthy development of the real estate industry, especially the irrational growth of housing prices in the first and second tier cities of our country at present, forms a real estate bubble in some areas. Once the bubble bursts, it will trigger a chain reaction, which will result in huge financial and economic risks. Endanger the country's economic security. Therefore, it is of great significance to systematically understand the internal structure and operation law of the healthy development of real estate industry. Based on this, this paper studies the healthy development of Chinese real estate industry based on system theory. On the basis of drawing lessons from foreign (overseas) real estate industry development, aiming at the present situation of real estate industry development in China, the paper analyzes the efficiency of real estate industry. The three dimensions of real estate bubble and real estate correlation degree set up the evaluation index system for the healthy development of the real estate industry, which laid the foundation for the system analysis of the healthy development of the real estate industry. The main body of real estate includes government, financial enterprises, real estate development enterprises and consumers. The healthy development system of real estate industry consists of government regulation subsystem, credit subsystem, production subsystem, consumption subsystem and so on. It is related to whether the real estate industry healthy development system can run effectively. Because of the different objectives, the main bodies of the real estate industry behave differently, which leads to a large number of contradictions among the different subjects' behaviors, thus increasing the complexity and dynamics of the healthy development system of the real estate industry. By constructing the system structure model of the healthy development of the real estate in China, the system elements of the healthy development of the real estate industry are clarified, and the objectives and behaviors of the main bodies of the real estate industry are clarified through the behavior analysis of the subsystem of the healthy development of the real estate industry. Through the contradiction analysis of the subsystems in the real estate health system, the contradiction between the main bodies is clarified. Based on the system dynamics analysis of real estate regulation subsystem, credit subsystem, production subsystem and consumption subsystem, the system dynamics of the healthy development of real estate industry is studied. The core of the healthy development of the real estate industry is the balance between the real estate industry operation and the industrial bubble, and the coordinated development of the real estate industry with the related industries and the whole national economy. In order to promote the healthy development of the real estate industry, it is necessary to balance the interests of the main bodies, coordinate and restrain the government's regulation and control, credit support, production and consumption, and promote the healthy development of the real estate industry. According to the above analysis, combined with experience and lessons at home and abroad, this paper puts forward some countermeasures and suggestions in perfecting government regulation policy, controlling financial risk, standardizing enterprise behavior and correctly guiding consumer consumption idea.
