南平市制造业转型升级中的地方政府行为研究

【摘要】：南平作为山区城市发展缓慢,总体上正处于工业化初级向中级阶段的转变过程,当前又面临着经济L型走势的压力。制造业是南平市经济发展的支柱产业,要加速区域经济发展,与发达城市地区缩小差距,制造业就必须加速转型升级、迈向中高端水平。这就要求当地政府在经济发展进入新常态的背景下,进一步处理好政府和市场的关系,解决供给侧存在的问题,更好供给公共产品。本文首先对制造业转型升级、政府行为和政府经济职能相关概念进行界定,进而运用政府失灵理论和公共选择理论,采取文献研究法、统计调查法,对南平市制造业政策供给现状进行研究分析,归纳出目前南平市制造业转型升级中的地方政府行为,存在着产业规划缺陷、平台建设基础薄弱、市场秩序规范缺位、要素保障较弱等等主要问题,进一步深入探析问题出现的主要原因,主要是地方官员追求短期效益、有关部门及市县(区)利益分歧、"官本位"思想仍旧存在、政府机构工作低效和缺乏监督造成权力寻租等所致。针对上述问题,文章提出了相应的对策措施,主要包括了完善转型升级战略规划、强化公共平台建设、构建市场良好秩序、强化政策要素保障、防止政府失灵等。希望通过这些措施能够进一步优化南平市制造业转型升级中的地方政府行为,促进南平市制造业转型升级顺利进行。
[Abstract]:Nanping, as a mountainous city, is developing slowly and is in the process of transition from the primary stage of industrialization to the intermediate stage. At present, Nanping is facing the pressure of the trend of economic L-type. Manufacturing industry is the pillar industry of economic development in Nanping city. In order to accelerate regional economic development and narrow the gap with developed urban areas, manufacturing industry must accelerate transformation and upgrade to the middle and high level. This requires the local government to further deal with the relationship between the government and the market, solve the supply-side problems and supply public goods better under the background of economic development entering the new normal. This paper first defines the concepts of the transformation and upgrading of manufacturing industry, government behavior and government economic function, and then applies the theory of government failure and the theory of public choice, and adopts the method of literature research and statistical investigation. This paper studies and analyzes the present situation of policy supply of manufacturing industry in Nanping City, and concludes that the local government behavior in the transformation and upgrading of manufacturing industry in Nanping City has some defects in industrial planning, weak foundation of platform construction, and absence of market order standard. The main problems, such as the weak protection of the elements, and so on, further explore the main causes of the problems, mainly are that local officials pursue short-term benefits, the interests of the relevant departments and cities and counties (districts) are different, and the idea of "official standard" still exists. Inefficient government agencies and lack of supervision resulting in power rent-seeking and so on. In view of the above problems, the paper puts forward the corresponding countermeasures, mainly including perfecting the strategic plan of transformation and upgrading, strengthening the construction of public platform, constructing a good market order, strengthening the guarantee of policy elements, preventing government failure, and so on. It is hoped that these measures can further optimize the local government's behavior in the transformation and upgrading of Nanping's manufacturing industry and promote the smooth progress of the transformation and upgrading of Nanping's manufacturing industry.
