【摘要】：正江河湖库水系是水循环和水资源形成的载体,是地球的血脉、生命的源泉、文明的摇篮,是人们生产生活、健康生命不可缺少的重要资源,也是流域生态系统的重要组成部分。良好的生态环境是最普惠的民生福祉,具有健康的江河湖库水系是保证区域经济、社会发展的基础支撑。近年,国家相继出台了一系列涉及河湖健康管理与保护的政策文件。2010年,水利部部署重要河湖健康试点评估工作;2011年,中央1号文件强调水利改革;2012年,出台《国务院关于实行最严格水资源管理制度的
