黄石市产业转型期创新驱动发展战略研究

【摘要】：资源型城市产业转型是当前一道世界性的难题。自2013年以来国际经济持续低迷。十八大报告中提出，要实施创新驱动发展战略来转变经济发展方式，保证经济的持续增长。由此资源型城市迎来了转型发展的历史机遇期。黄石这个拥有三千年矿冶文明发展史的典型工矿城市，如何利用创新驱动理论完成产业转型具有明显的实践价值，值得深入研究。本文以黄石当前的转型发展现状为突破口，按照区域、经济、产业、环境、人文等几个方面梳理了黄石的转型发展的现状条件，运用势态分析法总结分析出了黄石转型发展的优、劣势，制约因素，重大机遇，面临威胁等，并结合产业、空间、生态、文化几个关键要素，提炼出黄石转型发展的三个关键问题即：区域生态体系与城市转型的链接性；产业发展与城市空间发展的互动性；产业转型与文化遗产资源的关联性。在此基础之上，，分解出黄石的创新驱动影响因子。随后通过对比分析国际资源型城市转型的成功案例，提炼出适合黄石创新驱动发展的影响因子。接着采用梯度推移的基本思维，把黄石市现实层面结合起来，分为若干个具不同特征的区域，分析不同区域创新过程的路径选择，进而加以整合，形成黄石市创新驱动的整体路径。最后从区域生态、产业发展、文化保护三个层面出发，构建战略引导体系；从政策制定、社会状况、资源配置三个角度出发构建支撑保障体系，并提出实施策略和建议。
[Abstract]:The industrial transformation of resource-based cities is a worldwide problem. The international economy has been in the doldrums since 2013. In the report of the 18th National Congress of the Communist Party of China, it is proposed to implement the strategy of innovation-driven development to change the mode of economic development and ensure sustained economic growth. Thus the resource-based city ushered in the historical opportunity period of transformation and development. Huangshi, a typical industrial and mining city with three thousand years of development history of mining and metallurgical civilization, has obvious practical value on how to make use of innovation-driven theory to complete industrial transformation, which is worthy of further study. Based on the current situation of Yellowstone's transformation and development, this paper combs the present conditions of Yellowstone's transformation and development according to the regional, economic, industrial, environmental, human and other aspects. This paper summarizes and analyzes the advantages, disadvantages, constraints, opportunities and threats of Yellowstone's transformation and development by means of situational analysis, and combines the key elements of industry, space, ecology and culture. The three key problems of Yellowstone transformation and development are: the link between the regional ecological system and the urban transformation, the interaction between the industrial development and the urban spatial development, and the relationship between the industrial transformation and the cultural heritage resources. On this basis, Yellowstone's innovation driving factors are decomposed. Then, by comparing and analyzing the successful cases of international resource-based city transformation, the author abstracts the influencing factors suitable for Yellowstone's innovation-driven development. Then, with the basic thinking of gradient, Huangshi city is divided into several regions with different characteristics, and the path choice of different regional innovation process is analyzed, and then integrated. Huangshi City to form the overall path driven by innovation. Finally, from the three aspects of regional ecology, industrial development and cultural protection, the paper constructs a strategic guidance system, and constructs a support and security system from the perspectives of policy formulation, social conditions and resource allocation, and puts forward the implementation strategies and suggestions.
