盐城市科技企业创业环境研究

【摘要】：在这个竞争日益激烈的时代，，创业尤其是科技领域的创业，是社会经济发展中最具创新动力、最活跃的经济活动，它能够带动就业、创造新产品和服务，推动技术进步和区域经济增长。目前，国内相关科技企业创业环境的研究，有一定的理论系统性和深度，对区域实践有一定的指导性，但不能将这些研究结果直接应用于本地区科技企业的发展。因此，本文专门针对盐城地区科技企业创业环境进行研究，希望对盐城科技企业创业环境的完善提供的理论和现实借鉴意义。首先，本文研究了创业、创业环境、科技企业的内涵与界定；回顾了科技企业创业环境构成要素研究、科技企业创业环境评价研究；同时概述了盐城市科技企业创业环境现状。其次，为充分了解盐城市目前科技企业创业环境支持现状，借鉴GEM模型，结合盐城实际情况，编制《盐城市科技企业创业环境研究调查问卷》，调查对象以盐城市科技创业企业为主，以期更好地为优化盐城市科技企业创业环境建设提出意见和建议。此问卷由样本企业背景资料调查、八个方面环境57个二级指标情况、样本企业对外部创业环境提供的各项支持的满意程度以及创业环境提供的各项支持的重要程度等几个方面组成。通过对回收调查问卷进行汇总分析，从而得出盐城市科技企业创业环境的不足之处。再次，对创业环境中存在问题：创业金融环境不发达，创业相关政策有待完善；创业市场环境不完善，政府引导资金投入不足；创业教育人才环境不健全，科技企业人才招引难；创业税收环境欠佳，政策措施不集中；创业孵化器功能未发挥，中介服务不够健全等方面进行分析，以找出产生问题的原因。最后，本文在借鉴典型国外创新型国家和国内创新型先进地区的成功经验的基础上，提出优化盐城市科技企业创业环境的策略：加强科技与金融紧密结合，拓宽融资渠道；建立政策引导，壮大专业服务机构市场环境；完善教育培训体系，营造尊重人才氛围；推进税费改革，创新税务政策环境；加强载体平台建设，提升科技创业孵化水平等五个方面策略。本文还对本次研究取得的成果和存在的问题进行了总结和展望。
[Abstract]:It is the most innovative and active economic activity in the development of society and economy . It can drive the employment , create new products and services , promote technological progress and regional economic growth . At present , the research of domestic relevant technological enterprise ' s entrepreneurship environment has certain theoretical systematicness and depth .

First , this paper studies the connotation and definition of entrepreneurship , entrepreneurship environment and technology enterprises .
This paper reviews the research on the constituent elements of entrepreneurship environment in science and technology enterprises , and the research on the evaluation of entrepreneurial environment of science and technology enterprises ;
At the same time , the present situation of entrepreneurial environment in salt - city science and technology enterprises is summarized .

Secondly , in order to fully understand the current situation of the support of the venture environment in salt city , and draw lessons from the GEM model and the actual situation of salt city , this paper makes a survey of the research and investigation of the venture environment of salt - city science and technology enterprises . The questionnaire is composed of sample enterprise background data investigation , eight aspects of environment 57 secondary indicators , the satisfaction degree of the support provided by the sample enterprise to the external entrepreneurship environment and the importance of the support provided by the business environment .

Thirdly , there are problems in the environment of entrepreneurship : the underdevelopment of the financial environment of entrepreneurship and the improvement of the relevant policies of entrepreneurship ;
The market environment of the venture is not perfect , and the government guidance fund is not enough ;
The talent environment of entrepreneurship education is not perfect , and the talent of science and technology enterprises is difficult ;
The tax environment of entrepreneurship is not good , and the policy measures are not concentrated ;
The function of entrepreneurship incubator is not played , the intermediary service is not perfect and so on , so as to find out the cause of the problem .

Finally , based on the successful experiences of typical foreign innovative countries and domestic innovative advanced regions , this paper puts forward the strategy of optimizing the enterprise ' s entrepreneurial environment of salt - city science and technology : strengthening the combination of science and technology and finance , and broadening the financing channel ;
Setting up policy guidance and strengthening the market environment of professional service institutions ;
Improve the education and training system and create the atmosphere of respect for talents ;
Advance tax reform and innovate tax policy environment ;
This paper summarizes and prospects the achievements and existing problems of this research .
