我国高技术产业区域发展差异形成原因的实证分析

【摘要】:20世纪中后期以来,人类社会逐步进入知识经济时代,高技术在生产中的应用越来越广,而以高技术为载体的高技术产业在区域经济中的带动作用越来越明显,作为国民经济发展的战略性先导产业,高技术产业已经成为世界各国科技和经济竞争的焦点。我国在上世纪50年代开始进行高技术的研究以及在军事领域的应用,20世纪80年代后,随着高技术产业的国际竞争日益激烈,为了追赶发达国家的步伐以及实施本国可持续发展战略,我国相继出台了“863”计划和“火炬”计划,开始全面有组织、有计划地开发高技术和发展高技术产业,各地高新技术开发区、经济技术开发区的建设使得我国的高技术产业在20世纪90年代以后得到了迅猛发展,并且目前有部分行业已处于国际领先水平。但我国地域辽阔,各区域地理位置差异较大,高技术产业发展所需资源拥有情况也存在很大不同,导致我国的高技术产业发展呈现出向东部省份高度集聚的现象。高技术产业作为推动区域经济增长的重要力量,其发展的巨大差异不利于我国区域经济的协调发展和国家整体经济战略的实施。所以,如何提升落后地区高技术产业的发展水平,实现高技术产业的协调发展已成为十分迫切的问题。本文以我国的高技术产业为研究对象,着重研究我国高技术产业区域发展的差异以及产生差异的原因。首先,在绪论部分对高技术产业的内涵和高技术产业发展的国内外研究进展进行了阐述;随后,在对高技术产业形成和发展过程分析的基础上揭示了高技术产业的发展规律,通过对高技术产业在区域经济发展中作用的分析,说明了发展高技术产业的重要性,并剖析了影响高技术产业发展的主要因素;第三,结合现有数据,运用统计学的方法,对我国高技术产业区域发展差异的现状进行了分析,并从理论上解释了产生差异的原因;第四,运用序次logistic模型对高技术产业区域发展差异的具体原因进行了实证分析,结果发现地区经济水平是造成高技术产业区域发展差异的主要原因,工业需求则是中西部省份高技术产业发展的潜力所在,人力资本和研发支出的有效性是我国高技术产业发展普遍面临的问题;最后,对本文的研究结论进行了陈述,并根据实证结果提出了相关的政策建议。
[Abstract]:Since the middle and late of the 20th century, the human society has gradually entered the era of knowledge economy, the application of high technology in production has become more and more extensive, and the driving effect of high-tech industry with high technology as carrier in regional economy is becoming more and more obvious. As a strategic leading industry in the development of national economy, high-tech industry has become the focus of science, technology and economic competition all over the world. Since the beginning of high-tech research and its application in the military field in the 1950s in China, the international competition in high-tech industries has become increasingly fierce since the 1980s. In order to catch up with the pace of the developed countries and implement their own sustainable development strategies, China has successively issued the "863" and "Torch" plans, which have started to develop high-tech and high-tech industries in a comprehensive and planned manner. The construction of high-tech development zones and economic and technological development zones in various places has made the high-tech industry of our country develop rapidly after the 1990s, and some industries have already been in the international leading level at present. However, our country has a vast territory, the geographical position of each region is quite different, and the situation of the resources needed for the development of high-tech industry is also very different, which leads to the phenomenon of high concentration of high-tech industry in the eastern provinces. As an important force to promote regional economic growth, high-tech industry is not conducive to the coordinated development of regional economy and the implementation of the overall national economic strategy. Therefore, how to improve the development level of high-tech industry in backward areas and realize the coordinated development of high-tech industry has become a very urgent problem. In this paper, the high-tech industry in China as the research object, focusing on the regional development of high-tech industries in China and the reasons for the differences. First of all, in the introduction part, the connotation of high-tech industry and the development of high-tech industry at home and abroad are expounded, and then, on the basis of the analysis of the formation and development process of high-tech industry, the development law of high-tech industry is revealed. Through the analysis of the role of high-tech industry in the development of regional economy, the importance of developing high-tech industry is explained, and the main factors affecting the development of high-tech industry are analyzed. This paper analyzes the current situation of the regional development differences of high-tech industries in China, and explains the causes of the differences in theory. Fourthly, it makes an empirical analysis on the specific reasons of the regional differences in high-tech industries by using the order logistic model. The results show that the regional economic level is the main reason for the difference in the regional development of high-tech industries, and the industrial demand is the potential for the development of high-tech industries in the central and western provinces. The effectiveness of human capital and R & D expenditure is a common problem in the development of high-tech industries in China. Finally, the conclusions of this paper are stated, and the relevant policy recommendations are put forward according to the empirical results.
