舟山市四大工业园区土地集约化评价研究

【摘要】:在经济全球化背景下,工业园区化已经成为当今工业发展的有效途径。工业园区在工业产业集聚效益、技术革新、生态保护等方面表现出显著的优势。在我国,工业园区作为区域经济发展的新增长点,在各地迅速兴起,不少工业园区取得了良好的效益,甚至成为了区域发展的助推器[1]。然而许多工业园区由于单纯的注重外延的扩张和规模的扩大,造成土地利用粗放,土地资源浪费严重。不仅对有限的土地资源尤其是耕地资源造成了巨大的威胁,也妨碍了工业园区自身的发展。目前如何提高工业园区土地利用效率、促进工业园区的土地集约利用已经成为了土地利用领域的一个研究热点。 舟山作为全国两个以群岛设市的地级行政区划之一,陆域面积少,,海域面积大,土地资源相对比较紧缺。稀缺的土地资源在充分的市场竞争中会向投资回报率较高的部门流动。但受限于土地用途变更较难、市场经济的缺陷和粮食安全等因素的考虑,完全市场化的土地资源配置不一定是最优配置。因此需要政府对土地加以调控,使土地得到集约节约利用。本文在参阅国内外相关理论和研究方法的基础上,通过对工业园区土地利用系统及其影响因素的分析,建立了综合评价的指标体系,采用数据包络分析法进行分析。从土地利用状况、土地利用投入和土地利用效益三方面评价了舟山四大工业园区的土地集约利用状况,结合研究区的集约利现状分析,最后提出了提高工业园区土地集约利用的相关建议与对策。 本文主要包括六个部分:第一章介绍了选题背景和国内外研究现状,说明了本研究的目的、研究内容、研究意义和研究方法;第二章对工业园区、土地集约利用的概念进行了界定,并对相关理论进行了阐述;第三章分析了几种常见的土地绩效评价方法,通过比较确定本论文的评价方法;第四章对舟山市四大工业园区进行了土地集约化利用绩效的DEA绩效评价分析;第五章结合研究区概况和评价分析提出了提高工业园区土地集约利用的相关建议与对策;第六章得出了本研究的结论,并指出了本研究中有待进一步研究之处。
[Abstract]:Under the background of economic globalization, industrial park has become an effective way of industrial development. Industrial parks show remarkable advantages in industrial agglomeration, technological innovation and ecological protection. In China, as a new growth point of regional economic development, industrial parks are rising rapidly. Many industrial parks have achieved good benefits, and even become the booster of regional development [1]. However, due to the expansion of extension and scale, many industrial parks cause extensive land use and serious waste of land resources. It not only poses a great threat to the limited land resources, especially the cultivated land resources, but also hinders the development of the industrial park itself. At present, how to improve the efficiency of land use in industrial parks and promote the intensive use of land in industrial parks has become a research hotspot in the field of land use. Zhoushan is one of the two prefectural administrative divisions in which the archipelago is set up. The land area is small, the sea area is large, and the land resources are relatively scarce. Scarce land resources flow to sectors with higher returns on investment in full market competition. However, limited by the difficulty of land use change, the defects of market economy and the consideration of food security, the completely market-oriented land resource allocation is not necessarily the optimal allocation. Therefore, it is necessary for the government to regulate and control the land, so that the land can be used intensively and economically. On the basis of reference to relevant theories and research methods at home and abroad, this paper establishes an index system for comprehensive evaluation by analyzing the land use system and its influencing factors in industrial parks, and uses data envelopment analysis method to analyze it. This paper evaluates the land intensive utilization of four industrial parks in Zhoushan from the aspects of land use status, land use input and land use benefit, and analyzes the present situation of intensive profit in the research area. Finally, some suggestions and countermeasures are put forward to improve the intensive use of land in industrial parks. This paper mainly includes six parts: the first chapter introduces the background of the topic and the current research situation at home and abroad, explains the purpose, research content, research significance and research methods. The concept of intensive land use is defined and related theories are expounded. Chapter three analyzes several common methods of land performance evaluation and determines the evaluation methods of this paper through comparison. The fourth chapter analyzes the DEA performance of the four industrial parks in Zhoushan City, and puts forward some suggestions and countermeasures to improve the land intensive utilization in Zhoushan City, combining with the general situation and evaluation analysis of the research area. The sixth chapter draws the conclusion of this study, and points out the further research in this study.
