A县水务管理存在的问题及对策研究

【摘要】：当前,我国经济社会快速发展,城镇化进程不断加快,县域经济作为基本区域经济单元,其健康运行和稳定发展对于发展农业经济、吸纳农村剩余劳动力、加快城镇化进程、促进社会稳定等均具有重要意义。而水资源作为经济发展的重要资源,在不少县级地域均存在缺乏、污染、管理不合理等等问题,制约着县域经济的发展。因此对水务管理提出了更高的要求,需要进一步优化相关管理体制机制,协调相关部门职能资源,严格管理各项权限,更加合理的分配水资源,为当地经济发展提供坚实水务保障。本文以我国目前水资源的使用和管理情况为背景,以众多相关学者的研究成果为基础,以内蒙古中部某县为例,通过文献研究法、归纳总结法等方法,对其水务管理现状进行归纳总结,发现其水务管理存在政出多门、水费收缴不足、用水秩序混乱、二级水利单位履职能力不强、浪费水资源现象广泛存在等问题,经分析找出其存在上述问题的原因是管理体制机制不合理、水价制定不合理、对水权和二级水利单位管理不规范不严格、对节水工作不重视等,根据相关理论结合当地实际情况,提出有针对性的对策,探索建立相关体制机制,以期解决该县水务管理存在的问题,同时为部分县域水务管理提供参考、借鉴。
[Abstract]:At present, with the rapid development of our country's economy and society, the process of urbanization is speeding up. As the basic regional economic unit, the healthy operation and steady development of county economy is of great importance to the development of agricultural economy, the absorption of rural surplus labor, and the acceleration of urbanization. It is of great significance to promote social stability. As an important resource of economic development, water resources are lack, pollution and unreasonable management in many county-level areas, which restrict the development of county economy. Therefore, it is necessary to further optimize the relevant management system and mechanism, coordinate the functional resources of the relevant departments, strictly manage the rights and powers, and allocate water resources more reasonably. For the local economic development to provide solid water protection. This paper takes the use and management of water resources in our country as the background, based on the research results of many relevant scholars, taking a county in the central part of Inner Mongolia as an example, through the methods of literature research, induction and summary, etc. This paper sums up the current situation of water affairs management, and finds out that there are many problems in water affairs management, such as multiple political affairs, insufficient collection of water fees, confusion of water use order, weak ability of secondary water conservancy units to carry out their duties, widespread waste of water resources, and so on. By analyzing and finding out the reasons for the above problems are unreasonable management system and mechanism, unreasonable water price setting, not strict management of water rights and secondary water conservancy units, lack of attention to water saving work, etc. According to the relevant theories combined with the local actual situation, this paper puts forward targeted countermeasures and explores the establishment of relevant system mechanism, in order to solve the problems existing in the water affairs management of the county, and at the same time to provide reference for some county water affairs management.
