技术进步与新疆经济发展

【摘要】：自改革开放以来，，新疆地区的经济落后的状况逐渐好转。经济增长的源泉来自何处？怎样在近阶段保持中游水平并提高增长质量？是一个值得探讨的课题。 笔者作为本地人，深刻的感受到了家乡的经济发展变化。为了能够更好的了解家乡并且将自己的专业知识学以致用，笔者选择翻阅大量书刊最终选择将新增长理论和制度创新理论为作自己研究的主要理论依据，然后根据自己的思路我使用了内生增长理论去研究为什么在不同国家里存在技术差异的问题；用技术外溢的思想去研究外商投资造成的经济增长和国家之间的交互贸易所带来的利润流入问题；用竞争力指标体系去显示中国与世界的差距和新疆与全国之间的差距问题；然后再使用全要素生产率模型对新疆的各项数据指标进行实证分析，得出了与事实发展符合的数据结果；利用区域创新体系的思想来建设相应的数据指标，从而建立新疆自己的特色创新体系。评价对经济增长的贡献和变化趋势有关的生产要素可以帮助我们了解哪一种要素的发挥的作用最大；比较技术进步的机制从而取长补短，为今后的发展理清思路；分析究竟是什么条件对新疆经济增长产生最本质、深远的影响，该因素的机制和特征究竟是什么？揭示了未来区域经济该如何发展，如何经济才能腾飞？ 经过大量的文献阅读，笔者感悟很多，经过了分析本文得出了七条简单的结论并仅带表个人观点：1、新疆经济近年来的大幅增长与过去数据比较能够看出是与国家政策倾斜相关。2、新疆经济发展的比较优势在于政策资源和区位优势与发展阶段相适应。3、技术外溢和模仿是新疆技术进步的主要形式。4、流动的技术进步要素是新疆科技竞争力的优势。5、资本和劳动力投入是新疆经济增长的重要角色。6、科技投入偏少致使创新潜力不足。7、企业创新能力亟需发展。
[Abstract]:Since the reform and opening up, Xinjiang's economic backwardness has gradually improved. Where does the source of economic growth come from? How to maintain the midstream level and improve the quality of growth in the near future? It is a subject worth discussing. As a local, the author deeply felt the economic development of his hometown. In order to get a better understanding of my hometown and put my professional knowledge to use, I choose to read a large number of books and magazines and choose the new growth theory and institutional innovation theory as the main theoretical basis for my own research. Then I use endogenous growth theory to study why there are technological differences in different countries according to my own thinking. Using the idea of technology spillover to study the economic growth caused by foreign investment and the profit inflow brought by the interactive trade among countries, to show the gap between China and the world and the gap between Xinjiang and the whole country with the index system of competitiveness. Then using the total factor productivity model to carry on the empirical analysis to each data index of Xinjiang, has obtained the data result which accords with the fact development; uses the thought of the regional innovation system to construct the corresponding data index, In order to establish its own unique innovation system. Evaluating the factors of production related to the contribution to economic growth and changing trends can help us to understand which factors play the most important role, to compare the mechanism of technological progress so as to learn from each other's weaknesses, and to clarify the thinking for future development. What is the most essential and far-reaching influence on Xinjiang's economic growth, and what is the mechanism and characteristics of this factor? It reveals how the regional economy should develop and how can the economy take off in the future. After reading a lot of literature, the author realized a lot. After analyzing seven simple conclusions of this paper, and only with the personal viewpoint: 1, the economic growth of Xinjiang in recent years has been compared with the past data. It can be seen that the economic development of Xinjiang is related to the inclination of national policies. The advantage lies in the policy resources and location advantage adapting to the development stage. The technology spillover and imitation is the main form of Xinjiang's technological progress. The flowing technological progress factor is the advantage of Xinjiang's scientific and technological competitiveness .5. capital and labor force investment. Entry is the important role of economic growth in Xinjiang. The low investment in science and technology leads to the lack of innovation potential. The innovation ability of enterprises needs to be developed urgently.
