首都经济圈产业转移研究

【摘要】：摘要：从全球范围内来看,由都市群构成的经济圈已成为世界经济竞争的主角,它们的发展对一定区域乃至一国的经济发展起着不可替代的作用。在我国以首都为中心的经济圈内,生产要素分布不均衡,产业结构不尽合理,二元经济现象突出,产业梯度比较大,区域经济发展极不平衡。在北京的城市功能定位和产业结构升级影响下,其工业产业必然向外转移,而作为首都经济圈区域内具有工业和资源优势的天津和河北来说,合理承接北京移出的工业产业,不仅将对其经济发展具有推动作用,而且对首都经济圈区域产业结构优化和整体经济发展都将是十分重要的。但目前首都经济圈产业转移的涉及范围不够广泛,产业转移层次也不高,主要还是因为区域整体缺乏协作机制与合作机制,政府没有根据市场条件适时引导。 本文以京津冀作为首都经济圈产业转移的研究对象,综合运用实证分析、比较分析、规范分析相结合的研究方法,论述首都经济圈产业转移机理、转移行业选择及产业优化布局。 在系统梳理产业转移理论和区域经济发展理论的基础上,以首都经济圈经济发展和产业转移问题着手,分析问题存在的原因,进一步阐述首都经济圈产业转移机理,包括市场驱动和政府调控两方面,并将生产要素禀赋差异和产业结构差异作为市场驱动的主要因素,部分产业应从北京转移至河北和天津,同时天津又可将部分产业转移至相对落后的河北。本文对比分析了京津冀三地工业产业梯度,指出该地区产业错位发展途径,即北京应发展高新技术产业和生产性服务业,天津应发展石油能源和设备制造业,而河北则发展现代工业和现代农业,从而得出该地区产业的合理布局。为保证产业转移的顺利实施,首都经济圈整体应统筹规划、协同发展,产业转移方应积极发挥引擎作用,而产业承接方则应重点提升自身水平。 论文的创新在于尊重市场导向在前,政府引导在后的规律,整体把握首都经济圈的发展,重视经济圈核心城市的辐射作用,而不在乎经济圈的范围和边界。在进行产业梯度分析时,对产业转出地增加了动态产业变化分析,即构建比较行业增长率,综合判断具有产业转移趋势的行业。论文包括图7幅,表17个,参考文献41篇。
[Abstract]:Abstract: from a global perspective, the economic circle composed of urban clusters has become the main role of the world economic competition, and their development plays an irreplaceable role in the economic development of a certain region or even a country. In the economic circle with the capital as the center, the distribution of factors of production is not balanced, the industrial structure is unreasonable, the phenomenon of dual economy is prominent, the industrial gradient is relatively large, and the development of regional economy is extremely unbalanced. Under the influence of Beijing's urban function orientation and industrial structure upgrading, the industrial industry of Beijing must be transferred outwards. Tianjin and Hebei, which have the advantages of industry and resources in the region of the capital economic circle, should reasonably undertake the industrial industries moved out of Beijing. It will not only promote its economic development, but also play an important role in the optimization of regional industrial structure and the overall economic development of the Capital Economic Circle. But at present, the scope of industrial transfer in the capital economic circle is not wide enough, and the level of industrial transfer is not high, mainly because of the lack of coordination mechanism and cooperation mechanism in the region as a whole, and the government does not guide in time according to the market conditions. This paper takes Beijing-Tianjin-Hebei as the research object of the industrial transfer of the capital economic circle, and discusses the mechanism of the industrial transfer of the capital economic circle by means of empirical analysis, comparative analysis and normative analysis. Transfer industry selection and industry optimization layout. On the basis of systematically combing the theory of industrial transfer and the theory of regional economic development, starting with the problems of economic development and industrial transfer in the capital economic circle, this paper analyzes the causes of the problems, and further expounds the mechanism of industrial transfer in the capital economic circle. Including market drive and government regulation and control, and taking the difference of factor endowment and industrial structure as the main factors of market driving, some industries should be transferred from Beijing to Hebei and Tianjin. At the same time, Tianjin can transfer some industries to relatively backward Hebei. This paper compares and analyzes the industrial gradients in the three places of Beijing, Tianjin and Hebei, and points out the ways to develop the industrial dislocation in this area, that is, Beijing should develop high and new technology industries and producer services, Tianjin should develop petroleum, energy, and equipment manufacturing industries. And Hebei develops modern industry and modern agriculture, thus obtains the reasonable layout of industry in this area. In order to ensure the smooth implementation of industrial transfer, the capital economic circle as a whole should be planned as a whole, coordinated development, industrial transfer should play an active role in the engine, and the industry should focus on upgrading their own level. The innovation of this paper lies in respecting the laws of market orientation and government guidance, grasping the development of the capital economic circle as a whole, paying attention to the radiation function of the core city of the economic circle, and not paying attention to the scope and boundary of the economic circle. In the industrial gradient analysis, the dynamic industry change analysis is added to the industrial transition, that is, to construct a comparative industry growth rate, and to comprehensively judge the industry with the trend of industrial transfer.
