青岛主城区城市基础设施配套工程问题的研究

【摘要】：城市基础设施建设是推进城市化进程必不可少的物质保证,是实现国家或区域经济效益、社会效益、环境效益的重要条件,对区域经济的发展具有重要作用,城市基础设施是社会经济活动正常运行的基础,是社会经济现代化的重要标志,是经济布局合理化的前提,是拉动经济增长的有效途径。 随着近些年青岛市的大规模城市开发建设,我市不断地提出优化城市空间布局,完善城市功能,率先科学发展、实现蓝色跨越的战略举措。在青岛一百多年的发展历史上,城市空间布局有过几次重大调整,每次调整都带来城市的跨越式发展。随着半岛蓝色经济区战略的深入推进,进一步优化城市空间布局,完善城市功能,已经成为打造发展新优势、提升核心竞争力的必然选择。 然而,青岛主城区的基础设施配套不完善,新建、插建对周边配套设施的要求不断提高逐渐成为市区发展的矛盾焦点,本文着重从道路交通、教育设施、附属设施等方面剖析青岛市主城区城市基础设施配套存在的问题。目前青岛市城市基础设施配套工程的实施多数为政府主导,解决各类问题的办法需要在政策制定、政府各部门之间协调解决方面寻找办法。
[Abstract]:The construction of urban infrastructure is an indispensable material guarantee to promote the process of urbanization, is an important condition to realize the national or regional economic, social and environmental benefits, and plays an important role in the development of regional economy. Urban infrastructure is the basis for the normal operation of social economic activities, an important symbol of social and economic modernization, the premise of rationalization of economic layout and an effective way to stimulate economic growth. With the large-scale development and construction of Qingdao in recent years, our city has constantly put forward the strategic measures of optimizing the urban space layout, perfecting the urban function, taking the lead in scientific development and realizing the blue leapfrogging. In the history of Qingdao's development for more than one hundred years, there have been several major adjustments in the layout of urban space, and each adjustment has brought about the leapfrog development of the city. With the development of peninsula blue economic zone strategy, further optimization of urban spatial layout and improvement of urban function have become the inevitable choice to build new advantages and enhance core competitiveness. However, the infrastructure of Qingdao's main urban area is not perfect, and the requirements of the new construction and the construction of the surrounding supporting facilities have gradually become the contradictory focus of urban development. This paper focuses on road traffic and educational facilities. Ancillary facilities and other aspects of the main urban area of Qingdao urban infrastructure supporting problems. At present, the implementation of urban infrastructure supporting projects in Qingdao is dominated by the government. The solution to all kinds of problems needs to be found in the aspects of policy formulation and coordination among government departments.
