中宁县土地利用总体规划实施评价研究

【摘要】：土地是人类生存与社会发展的最基本保障，土地利用随着人类的出现而产生。随着社会进步、人们认识水平的提高以及工业化和城市化发展带来的土地问题越来越严重，土地利用总体规划的编制和实施越来越被人们和国家所重视。 《中宁县土地利用总体规划（2006-2020年）》于2009年10月经宁夏回族自治区人民政府批准实施，截止2012年底，规划已实施三年。为提高土地利用总体规划适应和保障规划区域经济社会发展变化的能力，全面掌握规划实施成效、评估规划调整的必要性和可行性，2013年宁夏回族自治区全区开展土地利用总体规划评估与调整试点工作，其中土地利用总体规划实施评价研究是其重要组成部分和开展调整工作的前提和依据。 本文从规划目标实现和规划实施后综合效益角度出发，以土地利用总体规划实施评价为切入点，在县级土地利用总体规划内容和土地利用总体规划实施评价基础理论指导下，结合国土资源部和宁夏回族自治区国土资源厅下发的土地利用总体规划评估与调整指导意见和规划实施评价相关研究成果，建立中宁县土地利用总体规划实施评价指标体系Ⅱ。分别采用指导意见中指标体系Ⅰ和构建的指标体系Ⅱ对中宁县土地利用总体规划实施情况进行评价，得到不同内涵下的规划实施评价结果。 研究表明，中宁县规划批准实施以来，，效果良好，但无法完全保障未来社会经济发展。规划实施效果具体来看，有以下几个方面： 1、耕地和基本农田保护情况很好。 2、建设用地扩张较快，废弃工矿用地和农村居民点等整治进程缓慢。 3、土地利用结构调整和空间布局与规划方向基本一致，但仍然出现规划调整情况。 4、土地利用提升程度良好，但土地集约利用程度还有待提高。 5、规划实施后综合效益明显，经济效益和生态效益尤为显著，社会效益有待提高，需加强公众在规划中的参与程度。
