新常态下资源型城市经济转型问题、对策及路径选择

【摘要】：中国经济进入新常态,经济结构不断升级。资源型城市经济转型作为我国重大发展战略,不仅应该把握"新常态"带来的机遇,还应该接受"新常态"下的挑战。新常态是城市经济的一股活水,给资源型城市经济增加活力、提供转型条件。同时,转型中一些历史遗留问题、路径依赖以及创新乏力等问题的解决迫在眉睫。要利用经济新常态的大环境,构建多元融资渠道;依托资源优势拉长产业链条,发展资源替代产业;重视科技创新,推进产业升级,最终实现新的发展路径,使资源型城市经济更平稳地转型。
[Abstract]:China's economy has entered a new normal and its economic structure has been continuously upgraded. As a major development strategy of our country, the economic transformation of resource-based cities should not only grasp the opportunities brought by the "new normal", but also accept the challenges under the "new normal". The new normal is an active water in the urban economy, which increases the vitality and provides the transition conditions for the resource-based city economy. At the same time, some problems left over from history, path dependence and lack of innovation are urgent. We should make use of the great environment of the new normal state of the economy to build up diversified financing channels; draw up the industrial chain based on the advantages of resources and develop the resource-substitute industries; attach importance to scientific and technological innovation, promote industrial upgrading, and finally realize a new development path. Make resource-based city economy more stable transition.
