安徽省省级开发区转型发展研究

【摘要】：自20世纪80年代我国首创开发区以来,这一新生事物确实为我国的改革开放和区域经济的发展做出了不可磨灭的贡献,成为全国各地各级政府热衷于建设和发展的对象。但是“开发区热”所带来的粗放式发展引发了经济增长与资源、环境、生态之间不可调和的矛盾。安徽省位于中国的中部偏东地区,地理区位较为重要,总体来看,全省139家省级开发区发展质量不优、效益较低。附加值较低的产业同构、粗放的发展模式、固化的体制机制等问题严重制约了安徽省省级开发区经济的健康发展。面对全球经济一体化和我国经济发展方式转变的新形势,作为安徽省经济发展主力军的省级开发区更是要多措并举、寻找转型发展的适合路径,实现开发区集约节约式的可持续发展。 本文共分五章,重点研究安徽省省级开发区的转型发展。文章首先对国内外关于开发区的研究成果进行了文献综述,指出了目前在开发区转型发展方面研究的不足；然后对开发区的概念、理论以及开发区转型发展的内涵、目标和动力因素进行了详细阐述；并在此基础上,以安徽省省级开发区为研究对象,在对国内外开发区发展历程和特点以及安徽省开发区的发展历程、发展现状进行概述后,对安徽省省级开发区进行了合理分类；继而把阜南经济开发区和宁国经济技术开发区这两个具有典型代表意义的案例进行转型发展的比较研究,得出了案例比较结果,引发了研究者对安徽省省级开发区转型发展的新思考,得出了安徽省省级开发区转型发展的相关结论,分析了本文研究的不足之处,并进行了未来展望。 本文采取从理论分析到实证研究的总体思路,在理论分析中,本文把技术、环境、体制三大动力因素分别与产业集群、集约节约和开发区治理紧密结合起来,构建了它们对开发区转型发展影响的概念模型；在实证研究中,本文以实地调研、问卷调查为硬抓手,采用定性分析、定量分析和比较分析等方法,运用已经构建的概念模型,探析比较阜南经济开发区和宁国经济技术开发区在转型发展中的异同及其产生原因,并得出两地开发区目前处于不同的产业区发展阶段,且将会发展成为不同的产业空间形态。 在前文大量研究的基础上,本文对安徽省省级开发区的转型发展做出了进一步的思考：一是开发区转型发展并无一个统一的时间节点,它是开发区发展到一定程度的必然结果；二是开发区的发展阶段决定着开发区的转型发展可以分为起步、攻坚和升级三个阶段,在每一个阶段转型发展的举措都各有侧重,且最终会产生不同的产业空间发展形态。 本文还得出了安徽省省级开发区转型发展研究的初步结论：一是安徽省省级开发区转型发展势在必行；二是安徽省省级开发区转型发展路径选择：以创新的产业集群、集约节约式发展和高效的开发区治理为转型目标,着力在体制、技术和环境三大动力因素上下功夫,以体制增效率、以技术添动力、以环境做保障；三是安徽省省级开发区转型发展有规可循；四是安徽省省级开发区转型发展因区而异；五是安徽省省级开发区转型发展分类考核。 本文在概念构建上具有一定的创新性、在实证研究上具有一定的缜密性、在发散思考上具有一定的深入性,在论文结论上具有一定的实用性,为安徽省省级开发区转型发展的路径和对策研究提供了一个新的视角,同时还提出了有助于转型发展的意见和建议,这也是本文研究的创新和价值所在。
[Abstract]:Since the founding of the development zones in China in the 1980s, this new thing has indeed made an indelible contribution to China's reform and opening-up and regional economic development, and has become the object of construction and development of governments at all levels throughout the country. Anhui Province is located in the east-central part of China. Its geographical location is more important. Generally speaking, 139 provincial-level development zones in Anhui Province have poor development quality and low benefit. Facing the new situation of global economic integration and the transformation of economic development mode in China, the provincial-level development zones, as the main force of economic development in Anhui Province, should take many measures to find the suitable path for the transformation and development and realize the intensive and economical sustainable development of the development zones.
This paper is divided into five chapters, focusing on the transformation and development of the provincial development zones in Anhui Province. Firstly, the paper summarizes the research results of the development zones at home and abroad, points out the deficiencies of the research on the transformation and development of the development zones at present; then, the concept, theory of the development zones and the connotation, objectives and motivation of the transformation and development of the development zones are discussed. On this basis, taking Anhui Provincial Development Zone as the research object, after summarizing the development process and characteristics of domestic and foreign development zones as well as the development process and development status of Anhui Provincial Development Zone, the provincial development zones of Anhui Province are reasonably classified, and then Funan Economic Development Zone and Ningguo Economy are classified. This paper makes a comparative study on the transformation and development of the two typical representative cases of technological development zones, and obtains the comparative results of the two cases, which triggers the researchers'new thinking on the transformation and development of the provincial-level development zones in Anhui Province, draws relevant conclusions on the transformation and development of the provincial-level development zones in Anhui Province, analyzes the shortcomings of this study, and carries out Future outlook.
In the theoretical analysis, this paper combines technology, environment and system with industrial clusters, intensive economy and Development Zone governance to construct a conceptual model of their impact on the transformation and development of development zones. Questionnaire survey is a hard-handed method, using qualitative analysis, quantitative analysis and comparative analysis, and using the conceptual model that has been constructed, this paper analyzes and compares the similarities and differences between Funan Economic Development Zone and Ningguo Economic and Technological Development Zone in the transformation and development and their causes, and concludes that the two development zones are at different stages of industrial development, and will It will develop into a different form of industrial space.
On the basis of a large number of previous studies, this paper makes a further reflection on the transformation and development of the provincial development zones in Anhui Province: first, there is no unified time node for the transformation and development of the development zones, which is the inevitable result of the development of the development zones to a certain extent; second, the development stage of the development zones determines the transformation and development of the development zones can be divided into two parts. In order to start, the three stages of strengthening and upgrading, the measures of transformation and development in each stage have their own emphasis, and will eventually produce different forms of industrial space development.
This paper also draws the preliminary conclusions of the research on the transformation and development of provincial development zones in Anhui Province: first, the transformation and development of provincial development zones in Anhui Province is imperative; second, the transformation and development path selection of provincial development zones in Anhui Province: innovative industrial clusters, intensive and economical development and efficient development zone governance as the transformation objectives, focusing on the system, Technologies and environment are the three main driving forces to work hard to increase efficiency by the system, technology to add power to the environment as a guarantee; third, Anhui Provincial Development Zone transformation and development can follow the rules; fourth, Anhui Provincial Development Zone transformation and development vary with the region; fifth, Anhui Provincial Development Zone transformation and development classification assessment.
This paper is innovative in concept construction, meticulous in empirical research, deep in divergent thinking and practical in conclusion. It provides a new perspective for the research on the path and Countermeasures of the transformation and development of provincial-level development zones in Anhui Province. At the same time, it also puts forward some suggestions for the transformation. The suggestions and suggestions for development are also the innovation and value of this research.
