我国产业梯度转移粘性问题的实证研究

【摘要】：区域间的产业转移作为一种资源优化配置机制,是理论界和实务界广为关注的热点问题。在产业梯度转移理论的指导下,产业进行区域梯度转移既有利于实现地区间产业结构调整的合理升级,又有利于地区经济的可持续性协调发展。我国东部沿海地区虽然经济发达,人均生活水平高,但却面临着愈发严重的资源枯竭、环境污染和土地、人力成本不断增加等等的问题。因此,有序的进行东部地区向中西部地区进行产业梯度转移,已成为解决东部一系列问题,实现东部地区产业优化升级,中西部地区产业结构合理改善,以及进行我国整体的区域经济协调发展的客观要求和必然趋势。然而,长期以来,成熟的产业梯度转移理论并没有在我国地区经济发展间得到体现,大规模的产业梯度转移现象也并没有在东部与中西部地区间发生,因此,我国地区产业梯度转移出现了“粘性”问题。“粘性”是如何产生的?“粘性”会对我国产业梯度转移会产生怎样的影响?如何祛除粘性,促进产业梯度转移?这些都是很有研究价值的问题,也是我国地区间产业梯度转移面临的迫切现实。本文首先回顾了国外、国内产业转移的相关理论,对我国的产业梯度转移问题进行了理论研究上的概念界定；同时,对现有的相关产业梯度转移的文献从动因及影响因素、产业转移中政府作用、粘性机理等方面进行了归纳梳理。然后,本文在对粘性问题展开具体研究之前,运用2000年至2010年我国东中西部地区的经济数据,分析解答了两个基本问题,即我国产业梯度转移粘性的存在性,以及通过构造倒U型模型对粘性存在的合理性进行辨析。所谓产业梯度转移粘性,运用推拉模型进行解释就是产业转移地的拉力和推力及产业承接地的推力和拉力的合力。本文立足企业、政府两个视角分析产业梯度转移粘性的影响因素,从产业转移地和承接地两方面分析产业梯度转移粘性的生成机理。为了证明产业梯度转移粘性的影响因素及其作用程度,本文选取传统制造业从产业生命周期角度将产业划分为成长期、成熟期、衰退期和淘汰期,并分东部和中西部地区进行实证分析,对比揭示了产业梯度转移粘性影响因素的作用。通过详细分析,本文得出,我国东部沿海地区存在着较为严重的产业梯度转移粘性,很多因素,比如地区产业集聚、市场容量、交通便利程度等都会对产业梯度转移粘性产生明显的作用。同时,本文针对性的研究了政府因素在粘性产生中的作用,产业转移地和承接地政府都从各自利益角度出发进行权衡博弈,在我国的政绩考核标准下,两地政府很难达到合作共赢；并且,文中的实证指出东部地区政府因素对产业梯度转移粘性的作用程度要明显高于西部地区。
[Abstract]:As a mechanism of optimal allocation of resources, inter-regional industrial transfer is a hot issue widely concerned by the theorists and practitioners. Under the guidance of the theory of industrial gradient transfer, the regional gradient transfer of industry is not only conducive to the rational upgrading of industrial structure adjustment among regions, but also conducive to the sustainable and coordinated development of regional economy. Although the eastern coastal areas of China have developed economy and high per capita living standard, they are facing more and more serious problems such as depletion of resources, environmental pollution and land, increasing labor cost and so on. Therefore, the orderly transfer of industrial gradient from the eastern region to the central and western regions has become a solution to a series of problems in the east, the realization of industrial optimization and upgrading in the eastern region, and the rational improvement of the industrial structure in the central and western regions. And the objective requirements and inevitable trend of coordinated development of regional economy in China as a whole. However, for a long time, the mature theory of industrial gradient transfer has not been reflected in the regional economic development of our country, and the phenomenon of large-scale industrial gradient transfer has not occurred between the east and the central and western regions, so, The problem of "stickiness" appears in the regional industrial gradient transfer of our country. How does "stickiness" come about? What effect will "stickiness" have on industrial gradient transfer in China? How to remove stickiness and promote industrial gradient transfer? These problems are of great research value, and are also the urgent reality of industrial gradient transfer between regions in China. Firstly, this paper reviews the relevant theories of industrial transfer at home and abroad, defines the concept of industrial gradient transfer in China, and at the same time, analyzes the causes and influencing factors of the literature on industrial gradient transfer in China. Industrial transfer in the role of government, viscous mechanism and other aspects were summarized and combed. Then, before the specific research on the viscosity problem, using the economic data from 2000 to 2010 in the east, west and west regions of our country, this paper analyzes and answers two basic questions, namely, the existence of the viscosity of industrial gradient transfer in our country. And the rationality of the existence of viscosity is analyzed by constructing inverted U-shaped model. The so-called industry gradient transfer stickiness is explained by push-pull model which is the pull and thrust of the industrial transfer and the resultant force of the industrial undertaking. Based on the enterprise, the government analyzes the influencing factors of the industrial gradient transfer stickiness, and analyzes the formation mechanism of the industrial gradient transfer viscosity from the two aspects of the industrial transfer place and the undertaking place. In order to prove the influence factors and the action degree of the industrial gradient transfer stickiness, this paper selects the traditional manufacturing industry to divide the industry into the growth period, the mature period, the decline period and the elimination period from the view of the industrial life cycle. The empirical analysis is carried out in the east and the central and western regions, and the effects of the factors affecting the viscosity of industrial gradient transfer are revealed. Through detailed analysis, this paper draws a conclusion that there are serious industrial gradient transfer stickiness in the eastern coastal areas of China, many factors, such as regional industrial agglomeration, market capacity, The degree of transportation convenience will have an obvious effect on the viscosity of industrial gradient transfer. At the same time, this paper studies the role of government factors in the production of viscosity. The governments of the industrial transfer and the accepting governments play a trade-off game from the perspective of their respective interests, and under the performance assessment standards of our country, the paper studies the role of government factors in the production of viscosity. It is difficult to achieve win-win cooperation between the two governments, and the empirical results show that the effect of government factors on industrial gradient transfer stickiness in the eastern region is obviously higher than that in the western region.
