中国服务贸易商品结构转型升级研究

【摘要】:自国际服务贸易成为“乌拉圭回合谈判”的新议题以来,其以强劲的发展势头、巨大的经济效益,成为衡量各国经济发展水平和外贸竞争力的重要指标。在区域经济一体化和经济全球化的背景下,一国服务贸易特别是知识技术密集型和资本密集型服务贸易是否具有国际竞争力,已成为一国能否在国际服务贸易竞争中表现出众的关键因素之一。如今,中国的服务贸易体系已基本形成,但中国服务贸易的高速发展是依靠传统的低附加值的资源、劳动密集型服务贸易,而新兴的高附加值的知识、技术和资本密集型服务贸易发展缓慢。因此,迫切需要对服务贸易商品结构进行转型升级。 文章首先阐述了研究服务贸易商品结构的选题背景与意义,并对国内外有关服务贸易的研究现状特别是国内外对服务贸易商品结构的研究成果进行了综述,包括服务贸易商品结构比较优势与竞争力的理论研究和服务贸易商品结构与经济增长之间关系的研究,在此基础上提出了本文的研究特色与研究方法。 其次界定了服务贸易和服务贸易商品结构基本概念,根据国际服务贸易发展规律总结服务贸易的特征,通过传统贸易理论视角和新贸易理论视角理解服务贸易基本理论,在理解服务贸易内涵的基础上对本文所研究的中国服务贸易商品结构进行分类。 再次,通过大量翔实的数据和图表,在对中国服务贸易发展状况进行基本分析的基础上,着重研究中国服务贸易商品结构的状况。通过对中国服务贸易商品结构发展历史的纵向比较,同时通过与发达国家和发展中国家进行国际间的横向比较,采用服务贸易出口市场占有率、显示性比较优势指数(RCA)和贸易竞争力指数(TC),对中国服务贸易商品结构进行比较分析,,从而总结中国服务贸易商品结构的总体状况,并由此探讨中国服务贸易商品结构转型升级的必要性。 最后,根据前文的分析结果,确定以优化传统服务贸易、积极发展知识技术密集型以及资本密集型服务贸易为中国服务贸易商品结构转型升级的目标,并提出中国服务贸易商品结构转型升级的对策,包括以现代服务业为支撑促进中国服务贸易商品结构的转型升级、打造中国服务贸易商品结构转型升级的区域高地、在自主创新的基础上创立自有品牌、大力承接国际服务外包、大力培育和引进具有国际竞争力的服务业人才和创造中国服务贸易商品结构转型升级软环境等。
[Abstract]:Since the international trade in services has become a new topic in the Uruguay Round negotiations, it has become an important index to measure the level of economic development and the competitiveness of foreign trade with strong development momentum and huge economic benefits. In the context of regional economic integration and economic globalization, whether a country has international competitiveness in services trade, especially knowledge-technology-intensive and capital-intensive services, It has become one of the key factors for a country to excel in the competition of international service trade. Today, China's service trade system has basically been formed, but the rapid development of China's service trade depends on the traditional low value-added resources, labor-intensive service trade, and the emerging knowledge of high added value. Trade in technology and capital-intensive services has been slow to develop. Therefore, there is an urgent need to transform and upgrade the commodity structure of trade in services. Firstly, this paper expounds the background and significance of the research on the structure of trade in services commodities, and summarizes the current situation of research on trade in services at home and abroad, especially the research results on the structure of goods of trade in services at home and abroad. It includes the theoretical research on comparative advantage and competitiveness of service trade commodity structure and the relationship between service trade commodity structure and economic growth. On this basis, the research features and research methods of this paper are put forward. Secondly, it defines the basic concepts of service trade and the commodity structure of service trade, summarizes the characteristics of service trade according to the development law of international service trade, and understands the basic theory of service trade from the perspective of traditional trade theory and new trade theory. On the basis of understanding the connotation of trade in services, this paper classifies the commodity structure of China's trade in services. Thirdly, on the basis of the basic analysis of the development of China's service trade, this paper focuses on the structure of China's service trade through a large number of detailed data and charts. Through the vertical comparison of the history of the development of the commodity structure of China's trade in services, and the horizontal comparison with the developed and developing countries, the market share of the export of service trade is adopted. The comparative advantage index (RCA) and the trade competitiveness index (TC),) are used to compare and analyze the commodity structure of China's service trade, so as to summarize the overall situation of China's service trade commodity structure. Therefore, the necessity of the structural transformation and upgrading of China's service trade is discussed. Finally, according to the above analysis results, it is determined that optimizing traditional service trade, actively developing knowledge-intensive and capital-intensive service trade is the goal of the structural transformation and upgrading of China's service trade. It also puts forward the countermeasures of the transformation and upgrading of China's service trade commodity structure, including promoting the transformation and upgrading of China's service trade commodity structure with the support of modern service industry, and creating a regional highland for the transformation and upgrading of China's service trade commodity structure. On the basis of independent innovation, we should establish our own brand, make great efforts to undertake international service outsourcing, cultivate and introduce internationally competitive talents of service industry and create a soft environment for the structural transformation and upgrading of China's service trade.
