X区招商引资工作绩效考核的研究

【摘要】:随着改革开放和市场经济的大潮推涌,X区作为T市的中心城区,为了区域经济的不断发展壮大,经历了近20年对招商引资工作的探索和实践。在经济飞速发展的今天,X区政府已经将招商引资工作作为地方政府发展区域经济的重要的手段。目前该区的招商引资工作已逐渐向成熟的发展阶段迈进,招商工作需要进一步规范化,形成有效的绩效考核机制和奖惩措施,以充分调动全区上下的集体力量,增强各部门对招商引资工作的积极性和创造性,更有效的发挥各部门的主观能动性,从外因加大做好招商引资的压力,从内因增强做好招商引资的动力。 本论文通过对国内外关于招商引资工作绩效考核相关问题研究综述的分析,以提出问题——分析问题——解决问题的逻辑作为研究思路,通过分析X区招商引资实际状况,从中发掘招商引资绩效考核机制引入的重要性和必要性。通过对招商引资绩效考核的相关理论、实际操作案例以及对X区招商考核的实际情况进行分析研究,进而提出X区的招商引资考核优化方案,探究政府关于招商引资绩效考核的长效管理机制。 通过搜集国内外地方政府关于绩效考核的相关著作和研究结果,多方参考案例,,运用案例分析、定量分析等分析方法,力争挖掘出适用于X区政府招商引资绩效考核的有效指标和操作模型,为X区招商考核工作提供参考。 本论文力争通过理论研究和方法构建,从X区招商引资实际状况和需求出发,探索一种相对科学合理的招商引资绩效考核机制,在实践中运行并不断改进和完善。
[Abstract]:With the development of reform and opening up and market economy, X district, as the center of T city, has experienced the exploration and practice of attracting investment in the past 20 years for the development of regional economy. With the rapid development of economy, the government of X District has taken the work of attracting investment as an important means for local governments to develop regional economy. At present, the work of attracting investment in this area has gradually moved forward to a mature stage of development. It is necessary to further standardize the work of attracting investment, and form an effective performance appraisal mechanism and measures of reward and punishment in order to fully mobilize the collective strength of the whole region. We should strengthen the enthusiasm and creativity of various departments to attract investment, give play to the subjective initiative of each department more effectively, increase the pressure of attracting investment from external factors, and strengthen the motive force of attracting investment from internal factors. Through the analysis of domestic and foreign research on the performance appraisal of attracting investment, this paper takes the logic of putting forward the problem-analyzing the problem-solving the problem as the research train of thought, and through the analysis of the actual situation of attracting investment in area X, Explore the importance and necessity of investment performance appraisal mechanism. Through the analysis and research on the relevant theory, practical operation cases and the actual situation of the appraisal of attracting investment in the X region, the paper puts forward the optimization scheme of the appraisal of attracting investment in the X region. Explore the government on the performance appraisal of investment attraction long-term management mechanism. Through collecting relevant works and research results of local governments at home and abroad on performance appraisal, and using case analysis, quantitative analysis and other analytical methods, Strive to excavate the effective index and operation model suitable for the performance appraisal of attracting investment by the government of X district, and provide a reference for the examination work of attracting investment in area X. Through theoretical research and method construction, this paper tries to explore a relatively scientific and reasonable performance appraisal mechanism for attracting investment from the actual situation and demand of attracting investment in area X, which runs in practice and continues to improve and perfect.
