小城镇工业园区规划环境影响评价指标体系的建立研究

【摘要】:新型城镇化是我国现阶段经济发展大战略,建设工业园区成为小城镇解决新增就业人口、发展区域经济主要模式。规划环境影响评价是预防工业园区环境污染的重要手段。小城镇工业园区的产业布局、原材料供应、生产规模与发展方向,以及工业园区所处的生态环境与城市各类工业开发区迥异,只有对小城镇工业园区的环境影响进行深入研究,确定合适的评价指标,才能够更准确地预测和评价小城镇工业园区的环境影响。论文立足于小城镇工业园区产业结构、资源消耗及污染物的排放特点,结合小城镇区域自然资源、生态环境和社会环境特征,对小城镇工业园区在建设和实施过程中可能造成的环境影响进行了系统识别,采用DPSIR模型和层次分析法对环境影响指标进行筛选,提出小城镇工业园区规划环境影响评价指标体系,并进行了实例应用研究。与城市工业区比较,小城镇工业园区对区域资源消耗较大,生态系统破坏严重。小城镇工业园区规划环境影响评价应该着重考虑工业区发展对区域生态环境和社会环境产生的影响。采用DPSIR模式建立了小城镇工业园区规划环境影响评价指标体系框架,分析表明生态保护是小城镇工业园区环境影响最重要的要素,其次是水环境和大气环境。生态保护和工业发展水平与经济发展是不同于城市开发区环境影响的两个主要要素。利用层次分析法对指标进行筛选并建立了小城镇规划环评指标体系。提出绿色GDP更加适合于评价小城镇工业园区对自然资源和社会发展的影响。泰康镇德力戈尔工业园区进行实例研究结果表明:该工业园区的环境影响主要是对原有草原和湿地生态环境的破坏、对植被和生态系统中生物个体或种群的影响。小城镇工业园区规划环境评价指标体系具有实用性和可操作性。
[Abstract]:The new urbanization is the big strategy of economic development in our country at the present stage. The construction of industrial park has become the main mode of solving the problem of increasing employment population and developing regional economy in small towns. Planning environmental impact assessment is an important means to prevent environmental pollution in industrial parks. The industrial layout, raw material supply, production scale and development direction of industrial parks in small towns are very different from those in all kinds of industrial development zones in cities, so the environmental impact of industrial parks in small towns can only be deeply studied. The environmental impact of industrial parks in small towns can be predicted and evaluated more accurately by determining appropriate evaluation indexes. The paper is based on the industrial structure, resource consumption and pollutant emission characteristics of small town industrial park, and combines the characteristics of natural resources, ecological environment and social environment of small town area. In this paper, the possible environmental impacts in the process of construction and implementation of small town industrial parks are systematically identified, and the environmental impact indicators are screened by DPSIR model and analytic hierarchy process (AHP). The environmental impact assessment index system of industrial park planning of small town is put forward, and the application research is carried out. Compared with the urban industrial zone, the small town industrial park consumes more resources and destroys the ecosystem seriously. The environmental impact assessment of industrial park planning in small towns should focus on the impact of industrial zone development on the regional ecological environment and social environment. The framework of environmental impact assessment index system for planning of small town industrial park is established by using DPSIR model. The analysis shows that ecological protection is the most important element of environmental impact in small town industrial park, followed by water environment and atmosphere environment. Ecological protection and industrial development level and economic development are two main factors which are different from the environmental impact of urban development zones. The index system of environmental impact assessment for small town planning is established by using AHP to screen the index. It is suggested that green GDP is more suitable for evaluating the impact of industrial parks in small towns on natural resources and social development. A case study of Deleger Industrial Park in Taikang Town shows that the environmental impact of the Industrial Park is mainly the destruction of the original grassland and wetland ecological environment, and the impact on the individual or population in the vegetation and ecosystem. Small town industrial park planning environmental evaluation index system has practicability and maneuverability.
