生产性服务园区集约利用土地的难点及对策研究

【摘要】：生产性服务是市场服务的一部分,但并不是最终的服务,是介于生产和服务之间的面向生产的服务。随着市场经济的发展,对服务性生产活动要求越来越高,生产性服务业在国民经济发展中的成分越来越多。产业园区是区域经济发展的重要地带,是帮助本地区招商引资的主体力量,是知识和技术发挥价值的重要平台。生产性服务园区是一种新的产业园区,近几年在当地政府优惠政策的扶持下,正蓬勃发展起来。不过,生产性服务园区的发展也不是一帆风顺的,其土地集约利用就是其中典型的问题。土地是一种非常宝贵的资源,承载着经济社会的发展。如何集约利用土地是对我国经济发展的一个重大挑战。生产性服务园区是我国用地政策的重要组成部分,如何科学利用其土地资源,合理配置土地结构,提高土地集约利用效率,不仅是响应生产性服务园区土地政策、做好土地管理的重要措施,更是建设资源节约型社会的应有之义。论文主要分为五个部分。第一部分是绪论。主要阐述该研究的背景和意义,梳理了国内外学者们的研究成果,拟定了本文的研究框架,为后续的研究打下基础。第二部分是理论基础。主要阐述生产性服务园区土地集约利用的基本含义、理论基础及分析维度。第三部分是现状分析,主要阐述长沙雨花经济开发区土地集约利用的现状,包括其成效和主要问题,并分析了原因。最后一部分是对策建议。主要针对其存在的问题,提出加强生产性服务园区土地集约利用的对策建议。一方面,本文的选题视角有所创新,目前国内学者大多倾向于研究工业园区土地集约利用状况,对产业园区尤其是生产性服务园区的土地集约利用的研究很少,本文以长沙雨花经济开发区为例,研究了产业园区土地集约利用的现状,创新了选题视角。另一方面,本文的个案具有典型代表性,本文选取长沙雨花经济开发区这个长沙市“四区十园”中最年轻的园区,该园区具有鲜明的产业特色,近几年发展迅速,在土地集约利用方面具有独特的优势,可以为本文的研究提供代表性数据资料。
[Abstract]:Productive service is a part of market service, but not the final service. It is a production-oriented service between production and service. With the development of market economy, the demand for service production is becoming higher and higher, and producer services are more and more important in the development of national economy. Industrial park is an important area of regional economic development, is the main force to help the region attract investment, and is an important platform for knowledge and technology to bring value into full play. Productive service park is a kind of new industrial park, which is booming with the support of preferential policies of local government in recent years. However, the development of productive service parks is not smooth, its intensive use of land is one of the typical problems. Land is a very valuable resource, carrying economic and social development. How to make intensive use of land is a major challenge to China's economic development. Productive service park is an important part of land use policy in China. How to use land resources scientifically, allocate land structure rationally and improve land intensive utilization efficiency is not only a response to land policy of productive service park. To do a good job of land management, it is necessary to build a resource-saving society. The paper is divided into five parts. The first part is the introduction. This paper mainly expounds the background and significance of this research, combs the research results of scholars at home and abroad, and draws up the research framework of this paper, which lays a foundation for further research. The second part is the theoretical basis. This paper mainly expounds the basic meaning, theoretical basis and analysis dimension of intensive land use in productive service parks. The third part is the analysis of the present situation, mainly expounds the present situation of intensive use of land in Changsha Yuhua Economic Development Zone, including its effectiveness and main problems, and analyzes the reasons. The last part is the countermeasures and suggestions. Aiming at its existing problems, this paper puts forward some countermeasures and suggestions to strengthen the intensive use of land in productive service parks. On the one hand, the angle of view of this paper is innovative. At present, most domestic scholars tend to study the situation of intensive use of land in industrial parks, and there is little research on intensive use of land in industrial parks, especially in productive service parks. Taking Changsha Yuhua Economic Development Zone as an example, this paper studies the present situation of intensive use of land in industrial parks and innovates the angle of view. On the other hand, the case of this paper is typical. This paper selects Changsha Yuhua Economic Development Zone, the youngest of the "four districts and ten parks" in Changsha, which has distinct industrial characteristics and has developed rapidly in recent years. It has a unique advantage in intensive land use and can provide representative data for the study of this paper.
