长春兴隆综合保税区出口促进机制研究

【摘要】：综合保税区是促进对外贸易发展的重要平台，对扩大进出口贸易、增加外汇收入、提高国家和地区在国际贸易中的地位、发展外向型经济具有不可替代的作用。2011年，长春兴隆综合保税区成立，这对于长春外向型经济的发展意义重大，需要在充分了解综合保税区对出口的促进机制之后，就政府和企业如何充分发挥综合保税区对于出口的促进作用、如何理解运用保税区功能与政策优势开展深入研究。 本文在比较分析国内外自由贸易区、保税区的发展经验与特点之后，选取自由贸易区以及国内保税区代表进行综合对比分析，选取了相应的影响出口的因素，印证了保税区对出口具有积极地促进作用，并建立了一般性的保税区出口促进机制模型。随后，结合长春市的产业结构以及区位特点，对长春市的2013年的出口数据进行了相应的分析，根据长春兴隆综合保税区目前的现状和运作机制，考虑到政府、出口企业在利用综合保税区提高出口产品在国际市场竞争力过程中的角色，深入剖析长春兴隆综合保税区在促进出口方面的运行机理，并建立了具有长春特色的保税区出口促进机制模型，结合这一模型以及最终要达到的目标，分别在政府和企业两个层面提出了具体的政策建议。 保税区通过与区外市场的良性互动，可以促进区域经济的发展，专业化的贸易平台与条件可以提升贸易便利化水平，增强产业聚集度与产业竞争力，从而提升经济实力，促进出口竞争力的提升。结合长春市现状，我们选取了符合发展趋势与需求的因素建立了长春市兴隆综合保税区出口促进机制模型，通过保税区功能政策将区外区内市场灵活有效地联动，促进生产资料与技术资本的双向流通，提升长春市的出口产品竞争力。政府可以着力优化长春市产业结构，在依托原有的出口优势产品基础之上，扶持中小企业已建立新的出口增长点，借以提升自身的出口竞争力，不断完善相关法律法规制度，提高保税区服务功能效率，以优质的服务吸引更多的投资，在引进来的基础之上提升自身的出口竞争力，最终达到走出去的目的；企业则要把握政策优势、推进先行先试，着力创新发展理念、创新方式方法、创新体制机制，充分利用保税区的政策优势，结合国内国际的经济形势，发展企业自身的竞争优势，借助长春市各高校的人才优势，助力于长春市外向型经济的进一步发展，促进长春市出口竞争力的提升。 本文通过对保税区出口促进机制的研究，找出了影响长春市出口产品竞争力的因素，建立了直观清晰的长春兴隆综合保税区出口促进机制模型，，并从企业和政府两个层面提出相应的对策建议，力求为长春兴隆综合保税区的持续发展提供借鉴。由于本文是一个跨学科跨领域的研究，因而在细节上还存在不完善之处，希望后续学者在进行深层次研究时能取得更大的成绩。
[Abstract]:The Comprehensive bonded area is an important platform to promote the development of foreign trade. It plays an irreplaceable role in expanding import and export trade, increasing foreign exchange earnings, enhancing the position of countries and regions in international trade, and developing an export-oriented economy. The establishment of the Changchun Xinglong Comprehensive Free Trade Zone is of great significance to the development of Changchun's export-oriented economy. After fully understanding the export promotion mechanism of the comprehensive bonded zone, This paper makes an in-depth study on how the government and enterprises can give full play to the role of comprehensive bonded zones in promoting exports and how to understand and apply the functions and policy advantages of bonded zones. After comparing and analyzing the development experience and characteristics of domestic and foreign free trade zones and bonded zones, this paper selects representatives of free trade zones and domestic bonded zones to carry out comprehensive comparative analysis, and selects the corresponding factors that affect exports. It is proved that bonded area has positive effect on export, and a general model of export promotion mechanism of bonded area is established. Then, according to the industrial structure and location characteristics of Changchun, the export data of Changchun in 2013 are analyzed. According to the current situation and operation mechanism of Changchun Xinglong Comprehensive bonded Zone, the government is considered. The role of export enterprises in improving the competitiveness of export products in the international market by using the comprehensive bonded area, and deeply analyzing the operational mechanism of the comprehensive bonded zone in promoting exports in Changchun Xinglong, The model of export promotion mechanism with Changchun characteristics is established. Combined with this model and the final goal, specific policy suggestions are put forward at the two levels of government and enterprise. The bonded area can promote the development of the regional economy through the positive interaction with the outside market, and the specialized trade platform and conditions can enhance the level of trade facilitation, enhance the degree of industrial agglomeration and industrial competitiveness, thereby enhancing the economic strength. To promote export competitiveness. Combined with the current situation of Changchun, we select the factors that meet the development trend and demand, and set up the export promotion mechanism model of Xinglong comprehensive bonded zone in Changchun, which can link the market outside the area flexibly and effectively through the function policy of bonded area. To promote the two-way circulation of means of production and technical capital to enhance the competitiveness of Changchun's export products. The government can make great efforts to optimize the industrial structure of Changchun City, support small and medium-sized enterprises to establish new export growth points on the basis of existing export superior products, so as to enhance their export competitiveness and constantly improve the relevant laws and regulations. Improve the service efficiency of bonded area, attract more investment with high quality service, improve their export competitiveness on the basis of introducing in, and finally reach the goal of going out; Enterprises, on the other hand, should grasp the policy advantages, advance the first try, focus on innovating development concepts, innovative methods, innovative system and mechanisms, make full use of the policy advantages of the bonded area, and combine the domestic and international economic situation. The development of enterprises' own competitive advantage, with the help of the talents advantage of colleges and universities in Changchun, will help to further develop the export-oriented economy of Changchun and promote the promotion of Changchun's export competitiveness. Based on the study of export promotion mechanism of bonded area, this paper finds out the factors that affect the competitiveness of export products in Changchun City, and establishes an intuitive and clear export promotion mechanism model of Changchun Xinglong Comprehensive bonded Zone. The corresponding countermeasures and suggestions are put forward from the two levels of enterprise and government in order to provide reference for the sustainable development of Changchun Xinglong Comprehensive bonded area. Since this paper is an interdisciplinary and interdisciplinary study, there are still some imperfections in detail.
