产城融合发展的现实考量与路径提升——以山东省产城融合发展为例

【摘要】：新型城镇化要求构建产业空间布局与区域经济发展良好融合的城镇形态。人本导向、功能融合、空间整合、结构匹配、机制健全等成为新常态下产城融合发展的新理念。山东省在建设新型城镇化、推动工业化与城镇化融合、促进区域经济协调发展的过程中,产城融合互动发展取得明显成效。但实证分析发现,山东省17地市的产城融合发展水平均高于0.4,但差异较大,背离区域协调发展目标。同时,产城在时间方面没有同步、公共服务供给缺陷降低了城镇综合承载能力、资源环境的刚性约束影响产城良性互动及其发展潜力等问题,亟待进一步提升产城融合发展水平加以解决。
[Abstract]:New urbanization requires the construction of a good integration of industrial spatial distribution and regional economic development of the urban form. Humanistic orientation, functional integration, spatial integration, structural matching and sound mechanism are the new concepts of the integration and development of the city under the new normal condition. In the process of constructing a new type of urbanization, promoting the integration of industrialization and urbanization, and promoting the coordinated development of regional economy, Shandong Province has achieved remarkable results in the interactive development of the integration of production and city. But the empirical analysis shows that the development level of the 17 cities in Shandong Province is higher than 0.4, but the difference is great, which deviates from the goal of regional coordinated development. At the same time, the city has no synchronization in time, the deficiency of public service supply reduces the comprehensive carrying capacity of the town, and the rigid constraint of resources and environment affects the benign interaction and development potential of the city. Need to further improve the level of integration and development of industrial cities to be resolved.
