跨越式发展背景下新疆南疆三地州人力资源开发研究

【摘要】:如何进一步推进西部少数民族边疆地区社会经济发展是改革开放特别是西部大开发战略实施以来的学术界研究的重点与热点。同时在西部大开发以及新一轮对口援疆背景下,如何进一步充分利用新疆优势资源,,推进新疆社会经济的全面发展也成为了社会大众关注的问题。中央以及全国的新一轮对口援疆计划已经启动,新疆一定要把握好千载难逢的历史机遇,在利用好资金、技术、人才等资源的基础上科学规划、有效开发人力资源,实现新疆跨越式发展。 新疆自然资源十分丰裕,但社会经济发展水平相对滞后,尤其是人口素质较低,人才缺乏,人力资源开发相对落后。特别是少数民族地区以及边远农村地区,受地理位置、交通条件等的限制,与外界的交流受阻,思想观念比较落后,产业结构层次较低,社会经济发展水平滞后,距离社会主义新农村建设的要求还比较遥远。为了改善这种局面,中央提出了中央及19省(市)新一轮的对口援疆战略。然而,从新疆现有人力资源的实际情况来看,与对口援疆工作以来形成的新产业、新社会的对接要求存在一定的差距。 在这种情况下,如果人力资源结构的调整滞后于经济结构的调整,人力资源数量、质量、结构无法与援疆工作的总体要求相适应,就会产生结构性衔接失效。因此,必须高度重视人力资源开发(尤其是少数民族地区的人力资源开发)问题,人力资源的开发对实现受援地区的人力资源与新产业、新发展模式的有效对接,实现新疆跨越式发展显得十分重要。 本文由四个方面组成: 第一章,导论介绍了论文选题的背景和意义,明确了研究思路和方法;探讨了本文研究难点以及可能的创新点,对论文结构进行了构思并归纳了主要结论,阐述了人力资源开发与可持续发展相关理论综述。 第二章,较为深入的对跨越式发展背景下南疆三地州人力资源开发现状进行了探讨,为科学地、针对性地提出对策建议作理论支撑。 第三章,人力资源与区域经济增长关联理论进行了梳理分析;设计相应的经济模型,利用回归分析方法分析了人力资源对喀什地区和和田地区经济增长贡献并以此进一步深入探讨了人力资源对南疆三地州区域经济发展的作用。 第四章,在人力资源现状成因分析的基础上,对南疆三地州人力资源开发面临的问题进行了探讨,针对南疆三地州人力资源开发过程中存在的问题,提出了对策建议。
[Abstract]:How to further promote the social and economic development of the western minority frontier areas is the focus and focus of academic research since the implementation of the reform and opening up strategy, especially the implementation of the strategy of the great development of the western region. Xinjiang is rich in natural resources, but the level of social and economic development is relatively lagging behind, especially the low quality of the population, the lack of talent, and the development of human resources is relatively backward. Especially in ethnic minority areas and remote rural areas, due to geographical location, traffic conditions, etc., the communication with the outside world is blocked, the ideology is relatively backward, the level of industrial structure is low, and the level of social and economic development is lagging behind. It is far from the requirements of the construction of new socialist countryside. In order to improve this situation, the central government and 19 provinces (municipalities) proposed a new round of strategy to assist Xinjiang. However, from the actual situation of the existing human resources in Xinjiang, there is a certain gap between the new industries and the requirements of the new society. In this case, if the adjustment of human resources structure lags behind the adjustment of economic structure, the quantity, quality and structure of human resources cannot meet the overall requirements of the work of aiding Xinjiang, the structural cohesion will fail. Therefore, we must attach great importance to the development of human resources (especially in minority areas), the development of human resources for the realization of the recipient areas of human resources and new industries, new development model of effective docking, It is very important to realize the development of Xinjiang by leaps and bounds. This paper is composed of four aspects: the first chapter, the introduction introduces the background and significance of the topic, clear the research ideas and methods; This paper discusses the difficulties and possible innovations of this paper, conceive the structure of the paper, summarize the main conclusions, and expound the related theories of human resource development and sustainable development. In the second chapter, the author probes into the current situation of human resource development in the three states of southern Xinjiang under the background of leap-forward development, and provides theoretical support for scientific and targeted countermeasures and suggestions. The third chapter, human resources and regional economic growth relevance theory is combed and analyzed; The corresponding economic model is designed and the contribution of human resources to the economic growth of Kashi and Hotan regions is analyzed by means of regression analysis and the role of human resources in the regional economic development of the three prefectures in southern Xinjiang is further discussed. In the fourth chapter, on the basis of the analysis of the causes of the human resource status quo, this paper discusses the problems faced by the human resources development in the three prefectures of southern Xinjiang, and puts forward some countermeasures and suggestions for the problems existing in the process of the development of human resources in the three prefectures of the southern Xinjiang.
