石河子垦区沙产业发展研究

【摘要】：土地荒漠化被称为“地球的癌症”。中国是世界上受荒漠化侵害最严重的国家之一。近50以来，由于人为及自然原因，沙区的经济发展同资源与环境的矛盾日益凸显，区域生态环境的遭到了严重破坏。西部地区沙漠化问题日趋严重，生态环境日益恶化，合理、经济的改善沙区的自然环境成为当前重要的课题。而钱学森院士提出的沙产业理论就是为自然生态环境恶劣地区如何发展经济和改善生态而提出的。该理论的核心是:“多采光，少用水，新技术，高效益，无污染，可持续”，使“不毛之地变为沃土”。沙产业的发展开拓了一条治理与开发结合、治沙与治穷兼顾，生态环境与经济社会协调发展的可持续发展之路。本文从沙产业的基本概念出发，对沙产业有一个初步的、基本的认识。然后通过相关理论基础的研究，了解沙产业的本质所在，进而尝试在调研石河子垦区沙产业发展现状的基础上，对沙产业的学科理论基础、发展所面临的问题、解决问题的方法、以及发展的前景做一个较为全面、系统的分析。论文首先在借鉴前人研究的基础之上，通过对石河子垦区当前沙产业发展的现状及条件分析，揭示垦区发展沙产业的资源优势与薄弱环节、机会与风险；然后，在以上工作的基础上，制定出为促进石河子垦区沙产业发展的行动计划，包括垦区发展沙产业的发展构想、产业链建设与具体的模式选择；最后，针对性的提出石河子垦区沙产业发展的保障性措施。沙产业是一项既富有生态效益又包含巨大经济效益的新兴产业，是一种朝阳产业，在荒漠化地区全面建设小康社会中具有重要地位和作用。石河子垦区沙产业的发展应做到以下方面：第一，树立低碳经济观念，确保沙产业发展区的生态安全；第二，完善政策支持和资金投入，落实相关优惠政策；第三，科学合理利用资源，建立产、学、研一体化的沙产业实验基地；第四，积极扶持推动龙头企业发展，创建地域特色沙产品品牌；第五，，强化行业管理，完善相应制度、法律建设；第六，稳步发展沙漠旅游业，增强区域经济活力。石河子垦区沙产业的发展由此向集团化、规模化方向发展，沙产业理论也将在石河子垦区逐渐由理论转变为现实，势必会促进中国的“第六次产业革命”的发展，成为沙地生态环境改善，沙区人民脱贫治富的重要手段。
[Abstract]:Land desertification is called "cancer of the earth". China is one of the countries most seriously affected by desertification in the world. Since the last 50 years, the contradiction between economic development and resources and environment has become increasingly prominent due to man-made and natural reasons, and the regional ecological environment has been seriously damaged. The problem of desertification in western China is becoming more and more serious and the ecological environment is getting worse and worse. Therefore, the economic improvement of the natural environment of sandy areas has become an important issue at present. The theory of sand industry put forward by academician Qian Xuesen is for how to develop economy and improve ecology in the abominable natural ecological environment. The core of the theory is: "more lighting, less water, new technology, high efficiency, no pollution, sustainable", so that "barren land into fertile soil." The development of sand industry has opened up a sustainable development road that combines management and development, combines sand control and poverty control, and harmonious development of ecological environment and economic society. Starting from the basic concept of sand industry, this paper has a preliminary, basic understanding of sand industry. Then through the relevant theoretical basis research, understand the nature of sand industry, and then try to investigate the current situation of sand industry development in Shihezi Reclamation area, on the basis of the theoretical basis of the discipline of sand industry, the problems faced by the development of sand industry. To solve the problem, and the prospects for development to do a more comprehensive, systematic analysis. Firstly, on the basis of previous studies, this paper analyzes the present situation and conditions of sand industry development in Shihezi Reclamation area, and reveals the resource advantages and weak links, opportunities and risks of sand industry development in reclamation area. Then, on the basis of the above work, we draw up the action plan to promote the development of sand industry in Shihezi reclamation area, including the development conception of sand industry in reclamation area, the construction of industrial chain and the choice of specific mode. Finally, the paper puts forward the measures to guarantee the development of sand industry in Shihezi Reclamation area. Sand industry is a new industry which is full of ecological benefits and contains huge economic benefits. It is a sunrise industry and plays an important role in the construction of a well-off society in an all-round way in the area of desertification. The development of sand industry in Shihezi Reclamation area should be carried out in the following aspects: first, to establish the concept of low-carbon economy to ensure the ecological security of the development area of sand industry; second, to improve policy support and capital investment, and to implement relevant preferential policies; Third, scientific and rational use of resources, the establishment of an integrated production, learning, research sand industry experimental base, fourth, actively support and promote the development of leading enterprises, create regional brand sand products; Fifth, strengthen industry management, perfect corresponding system, legal construction; sixth, steadily develop desert tourism, enhance regional economic vitality. As a result, the development of sand industry in Shihezi Reclamation area will develop towards collectivization and scale, and the theory of sand industry will gradually change from theory to reality in Shihezi Reclamation area, which is bound to promote the development of the "sixth Industrial Revolution" in China. It has become an important means to improve the ecological environment of sandy land and to lift people out of poverty and control wealth in sandy areas.
