【摘要】:内蒙古“三少民族”是内蒙古的主体少数民族。自治区成立以来,国家及少数民族地区根据民族特点和地域发展水平制定了促进少数民族地区团结和发展地方教育、医疗、住房、就业、社会保障等方面进步的民族政策,政策实施都有一定的成效,也促使少数民族地区经济迅猛发展。政策实施后,“三少民族”地区的就业情况、人力资本发展状况还有产业结构发展水平发生了较大变化,并且相互影响,相互作用。因此了解“三少民族”地区的人力资本、就业结构和产业结构的演进趋势以及彼此间的相互作用关系,对三个地区人力资本与物质资本的有效结合,促进就业结构与产业结构合理化发展,经济增长水平平稳化和可持续化发展具有重大的意义。 本文以1993-2012年内蒙古“三少民族”地区的人力资本、就业结构及产业结构为研究对象,运用理论分析、比较分析、计量分析等研究方法,在理论综述的基础上,对三个地区的人力资本、就业结构和产业结构的演进规律分别作了测算和分析,运用VAR模型对三者的动态关系进行讨论和研究,研究结果显示:(1)莫旗第二、三产业就业人员的增加促进了产业结构的发展,第一产业就业人员抑制了产业结构水平的提升,这种抑制作用相对来说高于促进作用,因此产业结构水平较低;人力资本通过长期累积对产业结构的发展有促进作用,但是作用偏小,产业结构升级对人力资本水平的提高和一、二、三产就业人员的增加也有较大影响。(2)鄂伦春旗第二、三产业就业人员的增加对产业结构水平的提升有促进作用,其中第二产业就业人员的促进作用显著,第一产业就业人员的增加抑制产业结构的发展;人力资本通过长期累积推动了产业结构水平的提升;人力资本水平的提高促进了第二产业就业人员的增加,同样,第二产业就业人员的增加也会促进人力资本水平提高。(3)鄂温克旗第一、二、三产业就业人员的增长对产业结构水平的提高有促进作用,其中二产就业人员的促进作用最大,其次是第三产业,第一产业就业人员对产业结构水平的影响很小,因此鄂温克旗的产业结构水平相比其他两个地区较高;虽然该地区的人力资本水平较高,但人力资本对产业结构水平影响偏小;人力资本水平的提高促进了第二产业就业人员的增加,同样,第二产业就业人员的增加也会促进人力资本水平的提高。最后针对以上研究结果所反映的问题,我们提出了提高人力资本质量、调整就业结构、优化产业结构的政策建议。
[Abstract]:Inner Mongolia "Three Minorities" is the main body of the ethnic minorities in Inner Mongolia. Since the establishment of the autonomous region, national and ethnic minority areas according to the national characteristics and regional development level have been made to promote unity and development of local education in minority areas, health care, housing, employment, social security and progress of the national policy, the implementation of the policy have a certain effect also, the rapid development of economy in minority regions. After the implementation of the policy, the employment situation of three minorities area, has great changes in the development of human capital and industrial structure development, and mutual influence and interaction. Therefore the understanding of "Three Minorities" areas of human capital, the evolution trend of employment structure and industrial structure the interaction and the relationship between the three regions, the effective combination of human capital and material capital, and promote the employment structure and industry structure rationalization It is of great significance to develop and stabilize the level of economic growth and the sustainable development.
This paper based on the 1993-2012 of Inner Mongolia "Three Minorities" areas of human capital, employment structure and industrial structure as the research object, using theoretical analysis, comparative analysis, quantitative analysis and other research methods, on the basis of theoretical research, the three regions of the human capital, employment structure and industrial structure evolution respectively. Calculation and analysis, using the dynamic VAR model of the three are discussed and studied, results showed that: (1) increase the flag Mo second, third industry employment personnel and promote the development of industrial structure, the first industry employment inhibited the level of industrial structure upgrade, this inhibition is relatively higher than the level of the role the industrial structure is low; through long-term accumulation of human capital on the industrial structure development role, but the effect is small, the level of human capital and industrial structure upgrading, Two, increase three employment have great impact. (2) the employment of the second, third industry to increase the level of Oroqen flag to upgrade the industrial structure promote the second industrial employment promotion employment increased significantly, the first industry to restrain the development of industrial structure; human capital through long-term accumulation to promote the level of the industrial structure promotion; the level of human capital promotes the increase of employment, the second industry also increased employment in the second industry will promote the improvement of human capital level. (3) the temperature of flag first, second, promote employment growth in the three industry to improve the level of industrial structure, the second stage of labor employment the greatest role, followed by the third industry, the first industry employment effect on the level of industrial structure is very small, so the industrial structure level of Ewenk Higher than the other two regions; while the region's high level of human capital, but the influence of human capital on the level of industrial structure is small; the level of human capital promotes the increase of employment, the second industry also increased employment in the second industry will promote the improvement of human capital level. Finally, according to the above research results reflect the problem, we put forward to improve the quality of human capital, adjust the employment structure, optimize the industrial structure policy recommendations.
