【摘要】：改革开放三十多年来,我国综合国力不断增强,人民生活水平不断提高,经济发展进入“黄金期”,但与此同时,社会矛盾也进入“凸显期”。行业收入差距不断拉大,特别是垄断行业过高收入引起民众的极大不满。改革收入分配制度,调节垄断行业的过高收入成为众望所归。收入分配改革既是经济问题,也是社会问题。合理的收入分配制度能促进经济的发展,优化资源配置,提高社会经济效率。但是,不合理的收入分配制度则会破坏生产力的发展,形成两极分化,导致社会不稳定。历时8年之久的《关于深化收入分配制度改革的若干意见》出台,体现出党中央和政府对收入分配的重视和对改革的决心。如何调节垄断行业的过高收入,完善收入分配制度,让民众真正享受到改革开放带来的美好生活,真正实现美丽的“中国梦”已经成为我国现阶段研究的重要课题。 “提低、扩中、控高”是目前收入分配改革的主线。调节垄断行业的过高收入是收入分配的重点和难点。本文从“控高”角度切入,来探索完善收入分配制度。首先,通过了解垄断行业收入的现状得知：垄断行业的收入明显高于且增长速度快于全国平均水平,垄断行业工资外收入名目繁多且过高,垄断行业内部高管收入明显高于普通员工。定性分析垄断行业过高收入的形成原因和对我国经济社会产生的负面影响,明确调节垄断行业过高收入的重要性。其次,通过实证分析了解垄断行业收入与垄断程度的关系,非垄断行业收入的影响因素,得出垄断行业应该的合理工资收入。最后,提出调节垄断行业过高收入的建设性意见。本文的贡献之处,首先,明确界定了垄断行业的类型,从细分行业的角度来对垄断行业的过高收入进行研究,将理论分析与实证分析相结合,这样更能凸显垄断行业过高收入的严重性,更具有说服力,从实证角度,分析出垄断行业应该的合理工资收入。其次,本文归纳总结了前人的定性研究成果,并结合定量分析,提出调节垄断行业过高收入的建议,这些建议对党和国家调节垄断行业过高收入有重要的参考价值。
[Abstract]:Thirty years of reform and opening up, China's comprehensive national strength and constantly improve people's living standards, economic development has entered a "golden period", but at the same time, also entered the period of prominent social contradictions. The widening income gap between industries, especially the high income of monopoly industries caused great dissatisfaction. The reform of income distribution system, too high income of monopoly industries become ideal. The reform of the income distribution is not only an economic problem, but also a social problem. A rational income distribution system can promote economic development, optimize the allocation of resources, improve the economic efficiency. However, the unfair income distribution system will undermine the development of productive forces, the formation of polarization, duration could lead to social instability. 8 years of "several opinions on deepening the reform of income distribution system" issued, reflects the CPC Central Committee and the government on income distribution of attention and Reform How to regulate the excessive income in monopoly industry and improve the income distribution system, so that people can really enjoy the beautiful life brought by reform and opening up, and truly realize the beautiful Chinese dream has become an important topic in the current stage of our research.

Qualitative analysis of causes of high income of monopoly industries in China and the negative impact of economic society, clear the importance of regulating the excessively high income of monopoly industries. Secondly, through the empirical to analyze the relationship between income of monopoly sector and the degree of monopoly, factors affecting the income of non monopoly industries, the reasonable wage income of monopoly industries should be. Finally, proposed A constructive opinion on the high income of the monopoly industry.
The contribution of this paper, firstly, defines the type of monopoly industry, research the high income of monopoly industries from the perspective of industry segments, the combination of theoretical analysis and empirical analysis, this can highlight the seriousness of the high income of monopoly industries, more convincing, from the perspective of empirical analysis, reasonable the wage income of monopoly industries. Secondly, this paper summarizes the qualitative results of previous studies, combined with quantitative analysis, put forward regulation of monopoly industry high income suggestions, these suggestions have important reference value to the party and the state to regulate high income of monopoly industries.
