【摘要】：位于中国西北边陲的新疆维吾尔自治区受历史、地理、民族等因素影响,经济社会发展落后,与东部差距较大。居民生活水平,特别是南疆地区、农村和牧区的居民生活现状亟需改善。从20世纪70年代“对口支援”在全国边防工作会议中首次提出,到2000年开始实施西部大开发战略,再到2010年召开中央新疆工作会议,开始全面对口支援新疆以来,新疆的经济发展和各族人民群众的生活水平得到很大改善和提高,援疆工作取得显著成效。但随着时间的推移,一些问题也在该政策的实施过程中逐渐显现出来,如不及时从制度上将其改进,问题日积月累,必将阻碍新疆长治久安和跨越式发展的实现。 本文运用公共管理和公共政策的相关理论,以全国大规模对口援疆这一背景为基础,选取2002年被中组部确定为最早援疆试点县市之一的霍城县为研究对象,在当地搜集和掌握大量与援疆有关的第一手资料的基础上,对取得资料和相关数据从公共政策评价的角度进行分析,总结对口援疆政策在霍城取得的成效和经验,发现当中存在的问题,分析问题产生的原因,提出解决问题的建议,希望能从制度设计、执行和保障等层面对该政策的进一步有效实施有所贡献,对整个新疆的对口支援工作产生理论和现实的积极意义。
[Abstract]:The Xinjiang Uygur Autonomous region, located in the northwest border of China, is affected by historical, geographical and ethnic factors, and its economic and social development lags behind that of the eastern region. The living conditions of residents in rural and pastoral areas are in urgent need of improvement. Since 1970s, "counterpart support" was first put forward at the national frontier defense work conference, and the strategy of developing the western region has been implemented since 2000. Since 2010, when the Central Xinjiang work Conference was held to support Xinjiang in an all-round way, the economic development of Xinjiang and the living standards of the people of all ethnic groups have been greatly improved and improved. But with the passage of time, some problems have gradually emerged in the process of implementation of the policy, such as not improving it in time from the system, the problems accumulated day by day. It will hinder the realization of long-term stability and leapfrog development in Xinjiang. This paper applies the relevant theories of public administration and public policy, based on the background of large-scale national counterpart aid to Xinjiang. In 2002, Huocheng County, which was identified by the Central Organization Department as one of the earliest cities and counties to aid Xinjiang, was selected as the research object, on the basis of collecting and mastering a large number of first-hand data related to the aid of Xinjiang. From the perspective of public policy evaluation, this paper analyzes the data and relevant data, summarizes the effectiveness and experience of the policy of assisting Xinjiang in Huo City, finds out the existing problems, and analyzes the causes of the problems. This paper puts forward some suggestions to solve the problem, hoping to contribute to the further effective implementation of the policy from the aspects of system design, implementation and guarantee, and to produce theoretical and practical positive significance to the corresponding support work of the whole Xinjiang.
