【摘要】：红桥区位于天津中心城区西北部，，《天津市空间发展战略规划》于2009年颁布，明确提出了我市中心城区实施“一主两副”的城市发展战略。“西站城市副中心”大部分位于红桥区，城市副中心的建设对于红桥区区域经济社会发展影响巨大。城市副中心建设的内涵不只是城市形态、基础设施的变化，更重要的是副中心功能和聚集要素层次的变化。本文主要通过梳理国内外典型城市副中心建设的经验，探讨城市副中心建设的一般规律，并结合红桥区发展现状，与相关城市副中心发展的对比，探索相关制度创新保障。重点研究天津西站城市副中心建设特点及对区域经济的影响，主要包括高铁经济对区域空间结构和城市经济的影响、西站城市副中心对天津空间结构的影响、西站城市副中心建设对红桥区在区域经济发展位置的影响以及未来红桥区与周边区域的分工与合作思路。本文提出红桥区围绕西站城市副中心建设，充分利用生态、文化、区位、土地资源等优势实现区域经济产业升级，充分发挥城市副中心的要素聚集和新的经济聚集点的作用。切实将红桥区建设成为天津市综合性城市副中心、现代商务商贸都市型产业基地，和谐宜居的文化生态城区。
[Abstract]:Hongqiao district is located in the northwest of Tianjin city center, < > Tianjin space development strategic plan issued in 2009, clearly put forward the implementation of "I downtown a main two" city development strategy. "West City Center" most located in Hongqiao District, Deputy City Center for the construction of regional economic and social development of Hongqiao district great. The connotation construction of the sub center of the city is not only the city form, changes in infrastructure, more important is the change of sub center function and gather the elements levels. This paper mainly through combing the domestic and foreign typical city center construction experience, to explore the general law of the construction of City Center, combined with the development status of Hongqiao District, compared with the related city center development, explore the innovation of guarantee system construction of TianJin West Railway Station. Focusing on the characteristic of city center and its influence on regional economy, including high iron The economic impact on regional spatial structure and city economy, influence of West Point City Center of Tianjin spatial structure, the construction of West City Center of Hongqiao District in the development of regional economy and the future position of Hongqiao district and the surrounding area of the division of labor and cooperation ideas. The proposed building around the West District of Hongqiao city center, make full use of the ecological, cultural, geographical, land resources and other advantages to achieve regional economic industrial upgrading, make full use of elements of the sub center of the city agglomeration and new economic aggregation points. To become the city of Tianjin Hongqiao District Construction Comprehensive deputy city center, a modern business metropolis industrial base, cultural and ecological city harmonious and livable.
