影响我国高铁“走出去”的制度因素研究

【摘要】:我国高铁质优价廉的特点在世界上掀起一阵热潮。铁路总公司表示,仅在2015年已有50多个国家表达了对我国高铁的兴趣和需求,我国也与其中的20多个国家进行了更详尽的洽谈,高铁潜在市场国家如美国、俄罗斯、英国、巴西、越南、波兰、印度、马来西亚、新加坡、罗马尼亚等也在其中;2015年中国中车签订的高铁、城轨等各类铁路出口项目总金额更达到250亿美元左右。除此之外,我国高铁在“走出去”时,不仅出口了高铁设备,还在输出国家建立了高铁研发中心、生产工厂等进行投资。从我国高铁的发展历程来看,我国高铁当前的成就离不开国家制度的安排。我国高铁行业在政府的帮助下通过对国外高铁技术的引进、消化、吸收和再创新已经全面掌握了高铁的完整技术。2009年,我国政府确立高铁“走出去”战略之后,高铁行业更是受到了中央高层的重视与推动。如“高铁换资源”、将高铁模型当作国礼送出、国家领导人进行高铁体验式营销等,这些方式都有效地加速了我国高铁“走出去”步伐。综合起来看,目前我国高铁“走出去”主要以“政府主导”为主,政府实施的制度政策对我国高铁“走出去”具有重要影响。因而,探析相关制度安排对我国高铁“走出去”的影响即为本论文的主要研究目的。本文将以制度因素对ODI的影响为切入点,主要研究经济制度因素对我国高铁“走出去”的影响。首先,文章分析了我国高铁“走出去”发展状况,论述了我国高铁“走出去”的相关制度的变迁过程和发展特征,力求从现实角度探索制度因素和我国高铁“走出去”的关系。其次,通过邓宁的“国际生产折衷”理论来构建制度因素影响我国高铁“走出去”的理论框架,从理论层面探究其影响机制和内在机理。然后,本文从数据的可获得性出发,具体选取了国家信贷政策的支持、金融市场化程度、减轻企业对外税费负担以及政府的激励4个经济影响因素并运用2009—2015年相关数据进行实证检验,检验结果显示这4个因素全都对我国高铁“走出去”发挥了积极作用。最后,就如何进一步完善相关经济制度建设,促进我国高铁“走出去”提出了对策建议。
[Abstract]:The high quality and cheap quality of high-speed rail in China has caused a worldwide boom. In 2015 alone, more than 50 countries expressed their interest in and demand for high-speed rail in China, according to the Railway Corporation. China has also held more detailed discussions with more than 20 of these countries, with potential high-speed rail markets such as the United States, Russia, Britain, Brazil, Vietnam, Poland, India, Malaysia and Singapore. Romania and others are among them; In 2015, China signed high-speed rail, urban rail and other rail export projects totaling about $25 billion. In addition, when China's high-speed rail "went out," it not only exported high-speed rail equipment. Also in the exporting countries to establish high-speed rail R & D centers, production plants and other investment. From the development of high-speed rail in China. The current achievements of high-speed rail in China can not be separated from the arrangement of the national system. With the help of the government, the high-speed rail industry in China is digested through the introduction of foreign high-speed rail technology. In 2009, after our government established the "going out" strategy of high-speed rail, we have fully mastered the complete technology of high-speed rail. The high-speed rail industry has been attached importance to and promoted by the central authorities, such as "high-speed rail for resources", the high-speed rail model as a gift, national leaders to conduct high-speed rail experience marketing and so on. All these methods have effectively accelerated the "going out" pace of high-speed rail in China. To sum up, at present, "going out" of high-speed rail in China is mainly "government-led". The institutional policy implemented by the government has an important impact on the "going out" of high-speed railway in China. The main purpose of this paper is to explore the influence of relevant institutional arrangements on the "going out" of high-speed rail in China. This paper will take the impact of institutional factors on ODI as the starting point. This paper mainly studies the impact of economic institutional factors on the "going out" of high-speed rail in China. First of all, the article analyzes the development of high-speed rail "going out" in China. This paper discusses the changing process and development characteristics of the relevant institutions of high-speed rail in China, and tries to explore the relationship between the institutional factors and the "going out" of high-speed rail in China from a realistic point of view. Secondly. Through Deng Ning's theory of "international production compromise" to construct the theoretical framework of institutional factors affecting the "going out" of high-speed rail in China, and explore its influence mechanism and internal mechanism from the theoretical level. Then. Starting from the availability of data, this paper selects the support of national credit policy and the degree of financial marketization. To reduce the burden of external taxes and fees of enterprises and the government incentives of the four economic factors and use 2009-2015 relevant data for empirical testing. The test results show that all of these four factors have played a positive role in the "going out" of high-speed railway in China. Finally, the countermeasures and suggestions on how to further improve the construction of relevant economic system and promote the "going out" of high-speed railway in China are put forward.
